Recommended Action
  1. Approve the proposed community engagement timeline and objectives;
     
  2. Authorize estimated costs to be charged to the general fund; and
     
  3. Authorize staff to initiate the engagement plan in conformance with the Yolo County Community Engagement Policy.

Reason for Recommended Action/Background

BACKGROUND
The property located at the corner of 5th Street and Oak Avenue in Woodland, CA is a County owned property that has been considered for housing development in the past. The location map is provided in Attachment A.

On May 21, 2019, a “tiny homes” concept was proposed to the Board of Supervisors during a public hearing to consider a development project that would provide temporary housing for people transitioning towards independent living. The staff report for this item is provided in Attachment B. At the hearing, members of the community within the vicinity of the proposed site voiced their concerns about the project. As a result, the Board of Supervisors did not approve the development concept.

In response to the concerns raised, and in an effort to elicit community input County staff have been tasked with initiating a public engagement effort to reengage with residents and business owners in the vicinity of the property with a focus on generating ideas for possible future development at the property that can be supported by the community.

OUTREACH EFFORTS
On October 4, 2019, staff held a 'listening' session with neighbors and business owners in the vicinity of 5th Street and Oak Avenue. Community members identified their preferred means of noticing, voiced their concerns with the initial proposal, and identified some preliminary components that they would like to see included in any future development. Staff used this session to draft an outreach approach consistent with the Yolo County Community Engagement Policy.

In the development of this outreach plan, staff has considered the community landscape and available resources, and identified project partners and stakeholders. The outreach plan will consist of four meetings, beginning in January 2020 and ending in April 2020. The tentative timeline for the approach is included as Attachment C. The purpose of each of the meetings will be to identify community interests, as well as potential opportunities and constraints of the 5th Street and Oak Avenue parcel.

The fiscal impact will be the staff time to conduct the public engagement meetings and to synthesize the meeting's discussion into a deliverable report. It is estimated the staff time will be approximately 100 hours of Charlie Tschudin's time for the totality of the effort. The Board adopted hourly rate for this position is $159.00 per hour. Therefore the costs is estimated at $15,900. The Board adopted hourly rate includes overhead, services supplies, etc.
