Recommended Action |
- Receive a report and overview of the proposed new audio-visual system from Signal Perfection, Ltd in the Board of Supervisors' chambers;
- Approve the use of general fund contingency and Accumulated Capital Outlay funding for these improvements;
- Adopt budget resolution increasing the General Services Department: Facilities Division fiscal year 2019-20 budget by $309,023;
- Authorize the General Services Director to sign all contracts necessary to implement the proposed new system, subject to prior review and approval as to form by the County Counsel; and
- Approve an amendment to the 2019-20 authorized equipment list for the Board of Supervisors Department.

Reason for Recommended Action/Background |
Since 2007 Yolo County has broadcast its Board of Supervisor meetings over the Internet, both live and archived. This video is also used by several local municipalities to broadcast over local cable television channels. Over time there have been several upgrades to the audio-video system, the last one being about 10 years ago. The current system uses an older technology that broadcasts in standard definition, and there have been comments from the public that the quality of the broadcasts is not what it should be. There are also issues with the quality within the Board chambers during the Board meetings. The new system being proposed uses high definition technology which will greatly improve the quality of the audio-video system, both in the Board chambers during the meetings and for the broadcasts over the Internet and local cable channels. |

Pricing from AVI/SPL is based on the competitively bid The Interlocal Purchasing System (TIPS) contract number 170306. TIPS is a national purchasing cooperative that offers access to competitively procured purchasing contracts to its membership. The on-going cost for this service will be budgeted in the annual budget for the Board of Supervisors, beginning with the 2020-2021 fiscal year.
The VoteLynx System from Intent Digital will be purchased by sole source as it is the only system that integrates directly with the AgendaQuick system Yolo County currently uses for agenda management.
General Services complies with all Department of Financial Services policies and procedures as it pertains to procurement of goods and services. The department will work with DFS to ensure appropriate contracts and/or purchase orders are processed for completion of this project. |

General Fund Contingency and Accumulated Capital Outlay (ACO) funds have been approved for this purchase. Ongoing expenses will be absorbed in the Board of Supervisor's operating budget. The conclusion of another contract in that unit will offset the expense. |
