Recommended Action
  1. Approve agreement with the Regents of the University of California, Davis, in the amount of $798,890 to provide on-site veterinary care service at the Yolo County Sheriff’s Office Animal Service shelter from July 1, 2019 to June 30, 2021; and
     
  2. Adopt budget resolution to reallocate appropriations in FY 19-20 Animal Services budget from Salary and Benefits to Services and Supplies.

Reason for Recommended Action/Background
The Yolo County Sheriff’s Office has contracted with the Regents of the University of California, Davis (UCD) since 2004 to provide quality on-site veterinary care for the shelter population at the Yolo County Animal Services shelter. Under the proposed agreement, UCD will continue to provide on-site and relief veterinary services on shelter animals, which include performing spay/neuter and other soft tissue surgeries, conducting medical evaluations, directing shelter medical care, prescribing treatments, and conducting other medical administrative duties as required. The term of the proposed agreement is two years (July 1, 2019 to June 30, 2021) in the amount of $798,890, with the not to exceed amounts of $321,630 in FY 19-20 and $477,260 in FY 20-21.
 
A competitive bid process was not used because performing on-site veterinary services is a specialized field, which requires staff to be fully certified and licensed, trained, and experienced to provide shelter animal medical and surgical care. Not only does UCD have this specialized staff and experience, UCD also has a Veterinary Medical Teaching Hospital and Shelter Medicine Program, which allows the veterinarians the ability to monitor population health, investigate incidence of disease and design, implement procedures to reduce disease spread, provide input into animal management decisions, consult on cruelty investigations and other legal considerations, and provide medical opportunities for UCD veterinary students and residents. No other level of expertise, experience, and services is available in Yolo County.
 
In previous agreements, UCD only provided Veterinarians for on-site and relief veterinarian care services. Such services provided by Veterinarians requires the assistance of Registered Veterinary Technicians (RVTs). Under general supervision, RVTs assist in the medical care and treatment of shelter animals, provide medical and surgical pre- and post-operative procedures, maintain sanitary conditions of medical caging, equipment and facilities, and administer medications, drugs, tests and vaccines. Currently, RVTs are employed by the Sheriff’s Office, which has created inefficiencies in how Animal Services provides medical care at the shelter since the Veterinarians cannot directly manage the RVTs’ schedules, workload and duties. Due to such inefficiencies, the Veterinarians are unable to perform on-site and relief veterinarian care services at the necessary level required, which means that there is a backlog of surgeries and veterinarian care services for shelter animals. In September, UCD submitted a proposal to the Sheriff’s Office, the County Administrator’s Office and the City Managers of Woodland, Davis and Winters that addressed such inefficiencies by requesting that the hiring and management of RVTs be transferred to UCD. The proposed plan to restructure and enhance on-site veterinary services at the Yolo County Animal Services shelter was agreed upon between all parties.

The Sheriff’s Office worked with Human Resources and Labor Relations to eliminate the Registered Veterinary Technicians job classification, which will occur on December 30, 2019. The Sheriff’s Office has two incumbents who will be laid off on December 30, 2019 and one incumbent who will separate from the County on December 13, 2019. The proposed agreement with UCD will include RVTs starting on January 1, 2020.

The Sheriff’s Office will reallocate $136,190 in salary and benefits savings from the three RVTs to offset the additional cost of the proposed agreement with UCD. The Sheriff’s Office requests Board authority to reallocate $136,190 from Salary and Benefits to Services and Supplies. No general fund monies will be used.

The Sheriff’s Office collaborated with the County Administrator’s Office, the City Managers of Woodland, Davis, and Winters and the University of California, Davis. County Counsel has reviewed the attached agreement and resolution and approved as to form.

There is no associated cost to the County by entering into the recommended agreement, as monies from Salary and Benefit savings will be used to offset the additional cost of the enhanced on-site and relief veterinarian agreement with the University of California, Davis.  Future annual costs of the Veterinary Service agreement will be incorporated into the cost breakdown of Law Enforcement Services Agreements.
