Reason for Recommended Action/Background |
In September 2013, the County was awarded $851,900 from the State of California Department of Housing and Community Development Department (HCD) Community Development Block Grant (CDBG) Program for Water/Sewer Improvements for the Westucky Water & Sewer Project.
The Public Improvements portion of the project was the installation of new main water and sewer lines and infrastructure connecting to City of Woodland water and sewer system. It also included the abandonment/demolition of the water well and thirteen individual septic tanks. The residential rehabilitation portion of the project was to install laterals (11 homes, 2 businesses) and connect to the City water and sewer system. All work was completed June 28, 2019.
Completion of this project ensures that the Westucky Water & Sewer System, a high priority project, is now off of the County and State at-risk system list. The project brought this failing system from substandard to above standard condition. In addition, this allowed for the closeout of County Environmental Health monitoring and intensive resources use and the removal of the Westucky system from the State of California’s Water Resources Control Board critical watch list.
A "Notice of Completion" was recorded on August 16, 2019 (Attachment A). The terms of the State agreement have ended. In compliance with HCD CDBG regulations, and as part of the grant close-out certification and project completion report, a public hearing must be held in front of the governing body for review and acceptance and to give citizens a report of findings and accomplishments related to the project and an opportunity to make their comments known regarding the project and/or funding. |
