Approve the Community Services Block Grant (CSBG) funding award recommendations made by the Yolo County Community Services Action Board in accordance with their 2020-2021 action plan; authorize the Yolo County Procurement Manager to execute the resulting CSBG provider agreements in an amount not exceed $210,000; and authorize the Yolo County Procurement Manager to execute any amendments to the resulting agreements under their authority as provided in the Yolo County Procurement Policy. Recommended Action
  1. Approve the CSBG funding award recommendations made by the Yolo County Community Services Action Board (CSAB) in accordance with their 2020-2021 Community Services Action Plan;
     
  2. Authorize the Yolo County Procurement Manager to execute the resulting CSBG provider agreements.  The total of each agreement will vary based on the BOS approval of the CSAB recommendation, however the total of all agreements shall not exceed $210,000; and
     
  3.  Authorize the Yolo County Procurement Manager to execute any amendments to the resulting provider agreements under their authority as provided in the Yolo County Procurement Policy.

Reason for Recommended Action/Background
The Community Services Block Grant (CSBG) helps Yolo County fulfill its obligation to address and operate community-based programs designed to reduce poverty, revitalize low-income communities, and empower low-income families and individuals within Yolo County’s service area to achieve greater self-sufficiency, by implementing priorities identified in the current Community Services Action Plan.
 
On June 4, 2019 the Community Services Action Board (CSAB) recommended, and the BOS approved, the 2020-2021 Community Services Action Plan, which identified the following areas of need:
  1. Housing and Homeless Services—Finding and keeping safe, decent, and affordable housing. Priorities within this service area include: housing navigation assistance, supportive services to assist persons maintain permanent housing, eviction prevention assistance such as help paying rent and utilities, and transitional/bridge housing.  
  2. Income and Employment Assistance—Securing stable income and making better use of income; finding and keeping meaningful employment. Priorities within this category including helping persons find and secure permanent employment, providing job skills training, and assistance enrolling in public benefit programs such as CalWORKs, CalFresh and General Assistance. 
  3. Emergency Assistance—Meeting the immediate needs of food, shelter, clothing and protection from violence. Priorities within this category include emergency shelter beds for persons and families experiencing homelessness, meals for food insecure persons and families, as well as safety from crime and domestic violence.  
  4. Disability Related or Elderly Services—Addressing the needs of disabled individuals or the elderly. Priorities within this category include providing assistance to obtain benefits and linkage within in-home support services and care.
Performance Measures will be included in the individual CSBG provider agreements, specific to the services being provided.

Competitive Bid Process
On September 12, 2019, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified organizations to provide programs to address the areas of priority identified in the 2020-2021 Community Services Action Plan. The RFP was open for 35 days (5 weeks). Potential bidders were provided an opportunity to ask questions through the Bidsync system and during a mandatory bidders’ conference held on September 24, 2019. Bidders were able to submit proposals via the BidSync system or by dropping off a paper proposal directly to the Yolo County Procurement Department.

Below is a breakdown of the RFP proposal scoring criteria.

1. General Proposal Criteria (all proposals)

  • General Experience and Past Performance (100 points)
  • General Responsiveness/Responsibility (50 points)
  • General Quality Assurance and Oversight (30 points)
  • General Output and Outcome Measures (60 points)

  • Quality and Completeness of Proposal (pass/fail)
2. Scope Specific Proposal Criteria
a. Homeless Services

b. Non-Homeless Services
  • Scope Specific Experience and Past Performance General Information (20 points)
  • Scope Specific Proposer’s Approach to Project (150 points)
HHSA received five (5) proposal(s) from this solicitation. A proposal review committee (PRC) was formed that included four (4) members of the Yolo County CSAB. The proposals were reviewed and scored by the PRC. All of the proposals that were received were evaluated and determined to meet all the required qualifications necessary to successfully provide these services. The PRC submitted their findings to the CSAB at the regularly scheduled October and December 2019 CSAB meetings.

The CSAB reviewed the results of the PRC and determined that the below funding recommendations were appropriate to assist Yolo County with meeting the priority needs identified in the 2020-2021 Community Services Action Plan. CSAB desired to fund all proposals that met the requirements, and recommended the most equitable division of funds be based on a proportional calculation of the funding requested compared to the funding available. Additionally, CSAB believed this was the most appropriate methodology given that all of the proposals scored within eight percentage points of each other. CSAB also noted that the requests were all reasonable amounts given the scope of the proposals.
 
Thus, the CSAB respectfully requests the BOS approve the following funding recommendations.

In order to have the provider agreements in place with expediency so services may be delivered to low income residents without undue delay, staff also request the BOS authorize the Procurement Manager to execute the resulting provider agreements the total of each agreement will vary based on the BOS approval, however the total of all agreements shall not exceed $210,000.
 
For the ease of ongoing administration of the agreements, staff also requests the BOS authorize the Procurement Manager to execute any amendments to the resulting provider agreements which fall within the Procurement Manager’s authority as provided in the Yolo County Procurement Policy.

No general funds are required by this action. These services will be funded by CBSG grant funds. The amount of $210,000 is included in the HHSA adopted budget for FY 2019-20. The related funding will be included in the requested budget process for future fiscal years.
