| Reason for Recommended Action/Background |
| In October 2019, the Board of Supervisors received a request to amend several sections of the County Code which regulate Solar and Wind development, specifically in the Public and Open Space zoning designations (Attachments A - C). The request came from representatives of the Sierra Club Yolano Group, the Burrowing Owl Preservation Society, and the Sacramento Chapter of the California Native Plant Society. Staff did not find any major issues with the proposed amendments after conducting a preliminary review of the requests; however, a more detailed review is necessary to ensure consistency across the County Code and General Plan policies. Should the Board wish to formally consider the proposed amendments, staff recommends that the Board direct staff to review the proposed amendments, refer the matter to the Planning Commission for a recommendation, and bring back to the Board for action. |
