  2. Approve 2020 Intergovernmental Advocacy Policy and Advocacy Priorities.

Reason for Recommended Action/Background
The County took positions on 9 bills in the 2019 legislative session. Attached is a report detailing the outcome of those bills (Attachment A).

Staff has conferred with department heads to update the County’s Advocacy Policies (Att. B and C) as appropriate. Below are the 2019 Priorities and status updates:
  • $250,000 state budget appropriation for capital improvements to the Yolo Library
There was no budget appropriation for this project. Staff will again advocate for an appropriation in the upcoming budget cycle.
  • State budget appropriation for a pilot study of the Yolo Crisis Nursery to understand the public benefits provided by crisis nursery respite care and/or legislation granting counties greater authority to contract with crisis nurseries for temporary foster care placements  
Assemblymember Aguiar Curry sponsored AB 1114, to address this issue which died in the Assembly Appropriations Committee. In conferring with Crisis Nursery staff, the need for such legislation may be changing due to other service opportunities.
  • Legislation directing the California Department of Social Services to draft a standardized Work Study notice for use across public higher education systems to provide clear guidance to county welfare agencies as to potential Work Study exemption eligibility for CalFresh
Senator Dodd sponsored SB 173 to address this issue. The bill was successfully passed into law.

Additionally, while not listed priorities for 2019, County staff also successfully advocated for a $2.2M appropriation for the County Road 40 Low Water Bridge project as well as secured technical amendments which conform Yolo County to the existing Public Health Realignment structure which is anticipated to result in a net $2M annual increase in Public Health Realignment funding to Yolo County.

In 2012, Yolo County initially contracted with the County Medical Services Program (CMSP) for the provision of indigent healthcare services. The language codified in the Affordable Care Act Medi-Cal expansion bill reflected that Yolo County was not a CMSP county at the time it was passed. This resulted in Yolo County being treated as a non-CMSP county and required the county to divert 60% of its 1991 Public Health Realignment to the state. In comparison, for CMSP counties, funding for Medi-Cal expansion was diverted from existing payments made by counties to CMSP. Yolo became a “full” CMSP county in 2018, and as such, when the Governor made this proposal to amend the public health realignment funding streams to pay for the further expansion of Medi-Cal to undocumented adults in the 2019 budget, staff expeditiously proceeded to and were ultimately successful in lobbying the Department of Finance to include our conforming amendments in the Administration’s May budget.

For 2019, staff is recommending the following Legislative Priorities:
  • $250,000 state budget appropriation for capital improvements to the Yolo Library
  • An appropriation for a grant program for Public Defenders to provide immigration removal defense representation for existing clients
  • Legislation and/or an appropriation to increase the reimbursement rate for board and care facilities
  • Seek matching fund for construction of a new adult day health center 
     
The 2020 Intergovernmental Advocacy Policy and Advocacy Priorities were previously approved by the Legislative Board Subcommittee.
