Approve first amendment to Agreement No. 19-161 with Lincoln Training Center for additional services. |
Strategic Plan Goal(s) |
Operational Excellence |
Reason for Recommended Action/Background |
Lincoln Training Center provides janitorial services to all County buildings. This service is provided through a contract awarded pursuant to a competitive solicitation in July 2019.
Since approving a contract with Lincoln Training Center, additional janitorial services needs were identified due to changes in operations. This amendment adds additional services to two Health and Human Services Agency buildings and reduces services at the Child Support Services building. Additionally, this amendment provides for updated cost for having two janitorial supervisors under this contract. These costs were not originally captured in the original contract due to complex negotiations and adjustments to the scope of services. |
Collaborations (including Board advisory groups and external partner agencies) |
The Health and Human Services Agency and Child Support Services departments requested the service changes to their respective buildings. The General Services Department collaborated with these departments to identify and document the additional services. |
Competitive Bid Process |
The County conducted a competitive solicitation in February 2019 for janitorial services. The contract was awarded by this Board on July 23, 2019. |

Further explanation as needed: |
The funding source utilized to pay for this Contract varies by department, but includes a mixture of general fund and other revenue sources. Departments included most of the cost in their budget for janitorial services. The Department of Financial Services, together with the County Administrator's Office, will monitor those departments that have sensitivity to increased janitorial costs. |
