Recommended Action |
- Approve third amendment to Agreement No. 17-244 with Turning Point Community Programs to add a new service location in West Sacramento and revise and clarify contract language regarding option years; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to approve Option Year Notices not to exceed $488,296 per fiscal year, for a 5-year maximum payment obligation not to exceed $2,351,480. (See Section III of Att. A. Third Amendment)

Reason for Recommended Action/Background |
This program provides Housing and Supportive services to individuals enrolled in the Transitional Age Youth, Adult and Older Adult Full-Service Partnership (FSP) Mental Health Care Team within the Yolo County Health and Human Services Agency (HHSA). The program supports eligible clients so they may live in the least restrictive, community-based settings appropriate to their needs. Other goals met by these services are the reduction and prevention of homelessness, decrease in rate of client involvement with the criminal justice system, and decreases in psychiatric hospitalizations/lengths of stay.
Approval of this amendment will allow for an additional location in West Sacramento thus expanding the program. This amendment also clarifies the details regarding option years and the HHSA Director’s authority to exercise those option years.
On September 26, 2017, this Board approved Agreement No. 17-244. At that time, it was the intention of HHSA to include language allowing the HHSA Director to exercise option years and issue related option year notices for two additional fiscal years. Based on guidance at that time, HHSA included the following language in Agreement No. 17-244:
“This Agreement may be extended upon written agreement of the Yolo County Health and Human Services Agency Director, and/or her/his designee, and an authorized representative of Contractor for three (3) additional twelve (12) month periods.”
Since Agreement No. 17-244 was executed, HHSA received new and revised guidance from the Yolo County Procurement Manager regarding the sufficiency of this language and a request for increased transparency to this Board regarding costs of future option years. Thus, HHSA is amending Agreement No. 17-244 to add language to specify the additional option year amounts. Please see section 1. of Att. A Third Amendment which revises Section III. Compensation and Payment Terms of Agreement No. 17-244, by adding paragraph B2. to that section.

Further, this amendment clarifies the language regarding the delegated authority for the HHSA Director to exercise the options and to issue related notices (See Section 2. of Att. A. Third Amendment which revises Section IV. Option Year and Amendment Authority); updates contract language regarding the requirements underlying these programs; and revises and clarifies other contract language as needed.

On June 21, 2017, HHSA issued a Request for Proposal (RFP) from qualified community-based organizations to provide Housing and Supportive services.
HHSA received one proposal from this solicitation. The proposal submitted by Turning Point Community Programs was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.
