Recommended Action
  1. Approve the agreement with the City of Davis in the amount $40,000 of for the period of December 1, 2019 through March 21, 2020 of which Yolo is obligated to provide $20,000, for the support of the Interfaith Rotating Winter Shelter of Davis (Att. A);
     
  2. Approve the agreement with the City of Woodland in the amount of $24,464 for the period of January 6, 2020 through March 3, 2020 of which Yolo is obligated to provide $12,232 for the support of the Woodland Rotating Winter Shelter (Att. B);
     
  3. Approve the agreement with the City of West Sacramento in the amount of $49,000 for the period of December 1, 2019 through March 26, 2020 of which Yolo is obligated to provide $24,500 for the support of the West Sacramento Winter Warming Center Project (Att. C); and
     
  4. Authorize the Procurement Manager to approve and execute amendments to these agreements as needed up to his delegated signing authority as provided in the Procurement Policy.

Reason for Recommended Action/Background
The County of Yolo and the cities of Davis, West Sacramento, Winters and Woodland have a long history of collaborating on issues of homelessness. The County and cities have shared participation in the Homeless Coordination Project since February of 1988, and in recent years have jointly participated in a myriad of other projects intended to reduce homelessness in the local communities.
 
To address these concerns, the County and cities have been partnering with faith-based organizations throughout Yolo County to identify opportunities to expand emergency shelter options during the cold weather season. Stakeholders in each local community have worked collaboratively to develop proposed solutions, all of which are based on the concept of interfaith winter shelters housed at local congregations and operated with the support of local community volunteers. While all similar in concept, the proposed projects in each community are structured differently depending on the identified local needs and resources available.
 
On November 6, 2018, the Board received a presentation regarding three proposed winter shelter support/expansion projects and as a result approved the use of Homeless Contingency General Funds for these projects. As the winter season was rapidly approaching, the Board authorized the Procurement Manager to execute three agreements (one with each city listed above) as they became fully negotiated in an amount not to exceed $25,000 per agreement.

Davis Interfaith Rotating Winter Shelter (D-IRWS)
  • This would mark the third cold weather season where IRWS offered on-site health care. Last season’s services resulted in the following;
    • 127 completed medical visits;
    • 74 referrals;
    • 32% reduction in unnecessary emergency department usage;
    • 80% of individuals served reported improved health.
Woodland Interfaith Winter Shelter (W-IRS)
  • Last season’s services resulted in the following;
    • 630 bed nights provided for 38 unique individuals including single women and families with children
    • 34% of participants secured permanent housing
    • 18% of participants increased their total income 
West Sacramento Winter Warming Center (WS-WWC)
  • Last season’s services resulted in the following;
    • 880 bed nights provided for 57 unique individuals
    • 23% of the 57 individuals found their way to more permanent housing;
    • 39% of the 57 individuals increased their total income
Based on the results of those projects/agreements and continued need, the County and cities would again like to partner to support and/or expand emergency shelter options during the cold weather season.  Details regarding each of the proposed projects/agreements is shown below.

Davis Interfaith Rotating Winter Shelter (D-IRWS)
  • Dates of Operation: December 1, 2019 – March 21, 2020 (7 nights per week)
  • Scope of Services: D-IRWS is an established cold weather shelter that has been operating since 2007. D-IRWS operates a network of 25-40 beds per night, which rotates between participating congregations in the Davis community. Intake occurs at a designated off-site location, and transportation is provided to the shelter site by volunteers. The facility is staffed by an overnight paid staff as well as trained community volunteers. The proposed funding provided by the City and County will expand the existing program in partnership with CommuniCare Health Centers, to provide a nurse practitioner and medical assistant on site two times per week.
  • Estimated Budget: $40,000 (cost share of 50/50 between City of Davis and County of Yolo)
  • Partners: City of Davis, CommuniCare Health Centers, County of Yolo and Davis Interfaith Rotating Winter Shelter
Woodland Interfaith Winter Shelter (W-IRS)
  • Dates of Operation: January 6, 2020 – March 3, 2020 (7 nights per week)
  • Scope of Services: The proposed project will operate a 20-bed interfaith winter shelter. Intake will occur at the Fourth and Hope shelter, where guests will be checked in and offered hot dinner before transferring to the alternate shelter location. This interfaith shelter operates as an expansion of the existing Fourth and Hope shelter, with families and single women being served at the interfaith shelter, and single men remaining at the Fourth and Hope shelter. The interfaith shelter is staffed by a paid overnight staff person as well as trained community volunteers.
  • Budget: $24,464 (County of Yolo to pay $12,232 for overnight staff costs, and City of Woodland to provide an equal share of funding for a paid project coordinator, supplies and in-kind staff support)
  • Partners: City of Woodland, County of Yolo and Woodland congregations
West Sacramento Winter Warming Center (WS-WWC)
  • Dates of Operation: December 1, 2019 – March 26, 2020 (5 nights per week)
  • Scope of Services: The proposed project will operate a network of up to 20-bed rotating winter warming centers, which will be available 5 nights per week at participating church facilities. Intake will occur at designated off-site locations. The centers will serve a maximum of 20 adults per night, and will be staffed by 1 or 2 paid overnight staff as well as trained community volunteers. Transportation of guests to and from the facility will be provided by a private vehicle or transportation service.
  • Estimated Budget: $49,000 (cost share of 50/50 between City of West Sacramento and County of Yolo)
  • Partners: City of West Sacramento, County of Yolo and Mercy Coalition of West Sacramento.
Staff recommends the approval of these three agreements to support/expand emergency shelter options during the cold weather season for fiscal year 2019-20.
 
Staff is also requesting that the Board authorize the Procurement Manager to execute any amendments that may be needed during the term of each of these agreements, up to his delegated signing authority as provided in the Procurement Policy.

The three winter shelter projects are currently projected to cost a combined total of $113,464 in fiscal year 2019-20, which will be split 50/50 between the County and cities. This results in a total cost of $56,732 to be funded with County Homeless Contingency General Funds as follows:

The Board appropriated $200,000 of General Fund towards a Homeless Contingency in the 2019-20 Adopted Budget, which will be used to fund these proposed projects.
