Subject
Adopt Authorized Position and Salary Resolution to implement changes in the Agriculture, County Administrator, Community Services, Health & Human Services Agency and Sheriff's departments; adopt resolution providing for At-Will appointments to County positions; approve a starting vacation balance and an increased vacation accrual rate upon hire of the new Assistant County Counsel, and approve other changes in the Office of the County Counsel effective December 22, 2019. (No general fund impact) (Lara)
Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement changes in the Agriculture, County Administrator, Community Services, Health & Human Services Agency and Sheriff's departments;
     
  2. Adopt resolution providing for At-Will appointments to County positions to add Chief Assistant Director of Community Services and Director of Animal Services;
     
  3. Approve a starting vacation balance of 80 hours and a vacation accrual rate of 4.62 hours per biweekly pay period (120 hours per calendar year) upon hire of the new Assistant County Counsel; and 
     
  4. Approve an accelerated merit step increase for a Senior Deputy County Counsel at the Office of the County Counsel from Step 3 to Step 5 for outstanding performance, effective December 22, 2019.

Explanation: This position is a reallocation of the Business Services Manager classification at the same salary range new incumbent will not receive longevity pay.

Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution.

Board approval of the attached Resolution Providing for At Will Appointments to County Positions is required when changes are made to the list of class titles that are exempt from the requirement that all appointments to regular County positions be made from an eligible list, and who serve at the pleasure of the appointing authority.
 
Human Resources recommends the Board approve the County Counsel’s request to grant an accelerated merit step increase to Step 5 for Ronald Martinez, Senior Deputy County Counsel, for outstanding performance.  Yolo County Code Section 2-6.20 provides that the Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board.  This action will result in a 10.25% increase for the incumbent, effective December 22, 2019.
