          Ernie Gaddini addressed the Commission during public comment regarding the Putah Creek Solar project.

   9. ZF #2019-0030: Request for a Tentative Parcel Map to divide an approximately 9.77-acre commercially zoned parcel into seven separate parcels in Dunnigan at the intersection of County Road 8 and 99W, APN 052-130-004. An Addendum to a previously adopted Mitigated Negative Declaration (SCH #2000032125) as been prepared.  (Applicant/Owner: Sunny Ghai) (Planner: C. Tschudin)
 
             
          Charlie Tschudin presented the staff report. The applicant, Sunny Ghai, addressed the Commission.

There was no public comment.

   10. ZF #2019-0011: Public hearing on a proposed amendment to the Emerald Homes Development Agreement for the Story residential subdivision (Tentative Map No. 4691) on the north side of Esparto east of County Road 87 and north of Woodland Avenue (APN: 049-250-009) to extend the expiration date from November 21, 2019 to December 31, 2021. A Mitigated Negative Declaration for the Story project was adopted on October 23, 2007 (SCH#2007012125). Applicant: Emerald Homes; Planner: SCormier
             
          Stephanie Cormier presented the staff report.

Mark Armstrong (applicant) addressed the Commission during public comment.

A motion was made to approve staff recommendations to the Board of Supervisors as presented.

   11. GPA#2019-02: Public Hearing to make a recommendation to the Board of Supervisors regarding adoption of the Cache Creek Area Plan (CCAP) Update including general plan amendment, CCAP amendments, rezoning and zoning code text changes, and various amendments to the County Code, and certification of an Environmental Impact Report (EIR) pursuant to the California Environmental Quality Act (CEQA).  
             
          Heidi Tschudin provided the staff report. Dr. Darrell Slotten, Dr. Mark Tompkins and Elisa Sabatini addressed the Commission and answered their questions.

A motion was made to approve staff recommendations to the Board of Supervisor with modifications made to the ordinances to allow greater flexibility related to the origin of the riparian plant material used in reclamation and restoration projects.

   12. DIRECTOR'S REPORT

A report by the Secretary of the Planning Commission on items from the recent Board of Supervisors meetings relevant to the Planning Commission and Department of Community Services activities for the month. The commission or an individual commissioner can request that an item be placed on a future agenda for discussion.

The Regular Meeting of the Yolo County Planning Commission adjourned at 11:10 a.m. The next regularly scheduled meeting of the Yolo County Planning Commission is December 03, 2019 in the Board of Supervisors’  Chambers.

Any person who is dissatisfied with the decisions of this Planning Commission may appeal to the Board of Supervisors by filing with the Clerk of the Board within fifteen days from the date of the action. A written notice of appeal specifying the grounds and an appeal fee immediately payable to the Clerk of the Board must be submitted at the time of filing. The Board of Supervisors may sustain, modify, or overrule this decision.
