Approve agreement with BHC Sierra Vista Hospital to provide Acute Psychiatric Inpatient Hospital services in the amount of $470,000 per fiscal year for three years for a total contract maximum of $1,410,000, for the period July 1, 2019 through June 30, 2022. 			14.	Approve an agreement with the California Department of Health Care Services, State Agreement 18-952589, specifying the performance requirements for locally provided mental health services with no direct funding for the period July 1, 2018 through June 30, 2021. 			16.	Approve second amendment to Agreement No. 18-98 with UC Davis Extension – Center for Human Services to add 16 training days/units for human and social services training and to increase funding for 2019-20 in the amount of $68,000 for a contract maximum of $350,667.50, for the period July 1, 2018 through June 30, 2021. Adopt Resolution of Acceptance of Parcel Map No. 5166 to divide a 156.7-acre agriculturally zoned parcel into one parcel of approximately 43-acres (“Parcel 1”) and one parcel of approximately 113-acres (“Parcel 2”) current agricultural uses on the property include row crops and orchards (pistachio) and the project site is located at the northeast intersection of County Road 102 and County Road 26A (APN 042-060-006). 					Betsy Monroe addressed the Board of Supervisors on this item.     Motion made by Supervisor Saylor to approve recommended action. Motion died for lack of a second.     Minute Order No. 19-148: Waived the in-lieu payment and directed staff to work with Granite Construction Company to deconstruct the barn and seek a location to temporarily store the wood in the event the timbers can be used within a reasonable time frame to preserve some element of history. Approve total project budget of $1,109,879 for Voting System Replacement in Yolo County Elections; approve contract with Runbeck Election Systems for the purchase of the Agilis mail sorting and signature verification machine as part of the project for $278,090; approve first amendment to Agreement No. 19-26 with the State reflecting an increased allocation of $451,271 to reimburse Yolo County and increase the initial State matching funds percentage from $500 for every $1000 expended to $750 for every $1000; and adopt a budget resolution amending the 2019-20 Capital Improvement Program budget for this purpose.
