Reason for Recommended Action/Background |
Yolo County has been receiving CDBG grant funds for almost 40 years to support eligible activities such as: Homeowner Assistance, Housing Rehabilitation Programs, Housing Drought Rental Assistance Programs, Public Facility and Public Improvements/Infrastructure Projects, Public Service Programs, Planning Studies, Economic Development Business Assistance and Microenterprise Activities, which benefit our disadvantaged communities and residents.
Staff has also been made aware that the community development portion of the non-entitlement CDBG program will be changing, moving from a competitive model to an over-the-counter model with a readiness metric. Staff expects these changes to be reflected in the upcoming 2020 Notice of Funding Availability (NOFA) application which is anticipated to be released in January of 2020.
As part of the process of applying for CDBG funding, it is the responsibility of the Grantee (Yolo County) to hold a public hearing to solicit input from citizens regarding community needs. This, in turn, allows the County to prioritize those needs along with County identified needs, to determine which ones meet CDBG qualifications and readiness requirements prior to submitting a grant application.
Previously, staff from the County Administrator’s Office and Yolo County Housing gathered information on the interests of the rural communities in an effort to target potential County and grant funding resources. Information was gathered through conducting town meetings in some of the rural areas. Staff also reviewed the needs identified in the action plans of Capay Valley, Clarksburg and Knights Landing, and in the Yolo County Agricultural Labor Study. Att. A is a list of staff identified potential projects and an anticipated timeline for readiness. Currently, the Yolo Library Project is the only project staff anticipates will be most ready/competitive once the state begins accepting applications in early 2020. |
