Adopt budget resolution adjusting the 2019-20 Sheriff’s Office Patrol budget to move appropriations between major objects and an amendment to the 2019-20 Authorized Equipment List approving the use of Off Highway Vehicle grant funds awarded in the 2018-19 grant year cycle to purchase a motorcycle. Recommended Action
  1. Adopt budget resolution adjusting the Fiscal Year 2019-20 Sheriff’s Office Patrol budget to move funds from the major object of Salaries and Benefits to the major objects of Services and Supplies and Equipment; and
     
  2. Amend the 2019-20 Authorized Equipment List approving the use of state OHV grant funds awarded in the 2018-19 grant year cycle to purchase a motorcycle.

Reason for Recommended Action/Background
Since fiscal year 2009-10, the Sheriff’s Office has received Off Highway Vehicle (OHV) grant funds from the California State Department of Parks and Recreation (State) to increase patrol on public and private lands around Cache Creek and regions of habitat restoration due to the ongoing trespassing issues between OHV riders and Yolo County landowners.  The Sheriff’s Office has continued to receive State grant funding through the subsequent fiscal years, which has allowed the Sheriff’s Office to augment overtime, purchase equipment, and other resources, and attend specific trainings to help establish an OHV enforcement team. The Sheriff’s Office OHV team also provides public outreach and educational opportunities to the citizens of Yolo County who wish to learn more about OHV programs and recreation.
 
On November 16, 2018, the Yolo County Board of Supervisors approved a revenue agreement with the State to accept Fiscal Year 2018-19 grant award funding in the amount of $103,190 for the Sheriff’s Office OHV Recreation Program. In January of 2019, the State announced that it would allow extensions to the grant period so that grantees could continue OHV operations without disruption in funding until their new fiscal year grants were approved and finalized. On March 12, 2019, the Board approved an Amendment to the 2018-19 revenue agreement, extending the project performance period through November 30, 2019. During the Fiscal Year 2019-20 budget cycle, $77,823 of unexpended 2018-19 OHV funds were carried forward as appropriations into the 2019-20 budget for OHV associated expenditures through November 30, 2019 ($71,447 in Salaries and Benefits and $6,376 in Services and Supplies).
 
After analyzing the remaining projected 2018-19 grant expenditures and needs for the OHV Recreation Program, the Sheriff’s Office has determined that $9,407 from Salaries and Benefits should be reallocated to Services and Supplies and Equipment.  The Sheriff’s Office has received approval from the State for the specific reallocations. The Sheriff’s Office request to reallocate $4,400 to Services and Supplies to fund grant approved line items of safety helmets ($1,500), ATV equipment bags ($750), and fuel ($2,150). The Sheriff’s Office also requests to reallocate $5,007 to Equipment to purchase a DR200 Suzuki motorcycle. The smaller platform on this motorcycle will allow the shorter stature OHV Team members to have a safer, more comfortable ride when patrolling. Adding a motorcycle will also allow the Sheriff’s Office to enhance the public outreach and education portion of the grant project by obtaining the required equipment necessary to move forward with a Dual Sport Motorcycle Instructor Program.
 
The Sheriff's Office is also requesting Board authority to amend the 2019-20 Authorized Equipment List and purchase the fixed asset, fully utilizing all awarded grant funds.

 County Counsel has approved the attached resolution as to form. Purchasing will assist with the acquisition of fixed assets.

There is no associated cost to the County by approving the budget resolution and no General Fund or Public Safety Funds are required to purchase the fixed asset and services and supplies. Total cost to purchase the motorcycle is $5,007. $4,400 is also requested to purchase of safety helmets ($1,500), ATV equipment bags ($750), and fuel ($2,150). Funding in the amount of $103,190 has been received for the Off Highway Vehicle Grant for Fiscal Year 2018-19. $77,823 of unexpended 2018-19 OHV funds were carried forward into the 2019-20 approved budget. The Sheriff’s Office now requests approval of a budget resolution to move $9,407 out of the major object of Salaries and Benefits and into Services and Supplies ($4,400) and Equipment ($5,007) so that the motorcycle and miscellaneous supplies can be purchased, and grant funds can be fully utilized.
