Reason for Recommended Action/Background |
As a result of AB118 realignment, funding for adoption services has been redirected to the counties. The Yolo County Health and Human Services Agency (HHSA) wishes to enter into an agreement with the California Department of Social Services to partner in providing agency adoption services under the authority of Welfare and Institution Code (W&I Code), Section 16130 and in accordance with Title 22 California Code of Regulations (CCR), Section 35127 through 35239.
HHSA also receives Temporary Assistance for Needy Families block grant funds and Adoption Assistance Program federal grant funds administered by the United State Department of Health and Human Services. These funds provide countywide services for safe and stable out-of-home care for children under the jurisdiction of the State or Tribal child welfare agency until the children are placed with adoptive families or placed in other planned arrangements for permanency, and for adoption of children with special needs who meet certain eligibility tests.
In the past, HHSA has entered into a Memorandum of Understanding with the California Department of Social Services (CDSS) to provide adoption services. As a result of AB 118, the funding now flows to the County. As the California Department of Social Services is continuing to provide the services, HHSA wishes to enter into a contract with CDSS enabling the County to remit the funds to the State for the provision of agency adoption services.
