Recommended Action
  1. Accept as complete the construction of the CSA 6 Gravel Roadway Project performed under Agreement No. 19-194 by Broward Builders, Inc.; and
     
  2. Authorize the Manager of Natural Resources to sign and record the Notice of Completion of the CSA 6 Gravel Roadway Project.

Reason for Recommended Action/Background
Broward Builders, Inc. completed construction of this project on October 14, 2019, in accordance with the contract plans and specifications. The Board of Supervisors' acceptance of the work, and authorization for the Manager of Natural Resources to record the Notice of Completion (Attachment A) will allow the project to be formally closed out.

Background
On September 25, 2018, the Yolo County Board of Supervisors approved a Flood System Repair Project ("FSRP") funding agreement with the California Department of Water Resources ("DWR") to receive $200,758 for the repair of the CSA 6 levee patrol roads ("CSA 6 Gravel Roadway Project") (Minute Order No. 18-162). On December 11, 2018, the Board of Supervisors approved a budget resolution to accommodate an increase in the total grant award from DWR to accommodate higher than anticipated projected costs for similar projects that were being completed in the region (Minute Order No. 18-202). In total, the overall funding amount for the CSA 6 Gravel Roadway Project is $294,001 with 90% of the costs being funded by DWR and the remaining 10% funded by CSA 6.

Project Description
The work plan subject to the FSRP agreement includes the reconditioning of approximately 3.5 miles of the deteriorated levee crowns and access ramps within CSA 6's boundaries. Specifically, the project repaired existing patrol alignments by overlaying the existing patrol road with 4" of Class 2 Aggregate Base, 3/4" Max., at 90% relative compaction, per the 2010 CalTrans Standard Specification, Section 26 or approved equal. Improvements took place from Levee Mile 0.60 to Levee Mile 4.10 (please refer to Attachment B for a project map). Broward Builders, Inc. was issued a Notice to Proceed on September 25, 2019 and completed construction on October 14, 2019 (please refer to Attachment C for pre-, during, and post-project photographs).
Collaborations (including Board advisory groups and external partner agencies)
Staff collaborated with the Office of County Counsel and the Department of Financial Services with the competitive bidding process for this project. Staff also collaborated with the contracted District Engineer (MBK Engineers) on all project and construction management.
Competitive Bid Process
The construction bid for the CSA 6 Gravel Roadway Project (#AUDIFBKK1916) was released on August 19, 2019. Bids were accepted through 3:00 pm on September 12, 2019 and were opened at 3:01 pm the same day. A total of three bids were received for the project, as outlined in the table below.

The contract for this project was awarded to the lowest bidder, Broward Builders, Inc. The contract was approved by the Board of Supervisors on September 24, 2019 (Minute Order No. 19-118).
