Reason for Recommended Action/Background
A majority of the members of the Rolling Acres Permanent Road Division (PRD) have signed a petition to dissolve the PRD, thereby requesting the Board to undertake immediate action to ensure that the PRD is legally dissolved.

The PRD was initially established to provide the Rolling Acres community with road maintenance services.  The roads in Rolling Acres under the purview of the PRD are private roads (see Attachment C), with the PRD having an easement to maintain them.  There are no additional easements or public access restrictions.  Twenty four parcel owners in Rolling Acres formed the PRD.

The PRD has since determined that it is more cost-effective and advantageous for them to form their own corporation to maintain their roads rather than to continue under the County.  Twenty-three of twenty-four members of the PRD have formed a new corporation called the Rolling Acres Mutual Road Maintenance Company, where the majority of the funds in the PRD account will be reimbursed.  The one member of the PRD who did not elect to join the new corporation will have their funds reimbursed to them directly. The PRD has not incurred any debt.
