Approve and authorize the Chair to sign the second amendment to Intergovernmental Agreement No. 18-87 with the California Department of Health Care Services (also known as State Agreement No. 17-94092) to modify the terms and conditions, with no change in the funding amount for the provision of Drug Medi-Cal Organized Delivery System (DMC-ODS) services for substance use disorder treatment, for the period June 30, 2018 through June 30, 2020. |

Reason for Recommended Action/Background |
On May 8, 2018, the Yolo County Board of Supervisors approved Agreement No. 18-87, a multi-year intergovernmental agreement with the DHCS to receive up to $13,943,284 dollars in revenue funding for the Yolo County DMC-ODS to provide substance use disorder treatment services, pursuant to Sections 11848.5(a) and (b) of the Health and Safety Code, Sections 14021.51–14021.53 and 14124.20–14124.25 of the Welfare and Institutions Code , Part 438 of the Code of Federal Regulations, and the Special Terms and Conditions of the DMC-ODS waiver.
This second amendment revises and clarifies the terms and conditions by revising exhibit language. DMC-ODS funding is used by Yolo County to ensure the availability and accessibility of an adequate number of facilities, service locations, service sites and professional, allied and supportive personnel to provide medically necessary services and to ensure the authorization of services for urgent substance use disorder conditions.
Approval of this amendment will enable HHSA to continue providing services related to substance use disorder conditions.
