Reason for Recommended Action/Background |
The numbers of individuals living homeless, both sheltered and unsheltered throughout the County, have continued to increase in line with other jurisdictions across the State, as seen in the January 2017 and 2019 point-in-time counts. See Attachment A for the 2019 Yolo County Homeless Count. During this time staff from the Health and Human Services Agency (HHSA) have continued to work with the local Homeless Continuum of Care (CoC) and its members to increase County funding for homeless services from $6.1 million (in FY 2015-16) to $23.4 million (in FY 2018-19). See Attachment B for the Yolo County Homeless Services Fiscal Year 2018-2019 Year End Report.
One component of funding, approved on the 2018 Proposition 2 ballot initiative (No Place Like Home (NPLH)), allowed counties to apply for housing development resources specifically to increase housing for individuals with severe mental health conditions. To meet the NPLH requirements, HHSA held broad community input discussions and developed the 2019 Plan to Address Homelessness. See Attachment C for the Yolo County Plan to Address Homelessness. With the support of the CoC, and in line with a goal area in this Plan, HHSA then sought Technical Assistance (TA) from the State to conduct an Assessment of the Yolo County Homeless System Governance. See Attachment D for the Assessment of Yolo County Homeless System Governance. The TA recommendations are now before the CoC and County’s Homeless Plan Executive Commission (staffed by Yolo County Housing). |
