Reason for Recommended Action/Background

The purpose of this agenda item is to update Chapter 6 of Title 4 of the Yolo County Code regarding the emergency and pre-hospital medical services system. On December 4, 2012, the Yolo County Board of Supervisors approved withdrawal from the Sierra-Sacramento Valley Emergency Medical Services Agency, and further established a Local Emergency Medical Services Agency, called the Yolo County Emergency Medical Services Agency (YEMSA). Although the Board approved this action in 2012, the emergency and pre-hospital medical services system ordinance has not been updated to reflect the new structure. The ordinance was updated in 2013 to address some changes in definition, but no changes regarding the structure were made at that time.

The ordinance changes proposed in this agenda item will update ordinance language to reflect the establishment of YEMSA, as well as updating the process for cortication of operation and renewals. These changes, combined with the YEMSA’s compliance standards, will help to ensure safe, high level and reliable ambulance services are provided to the residents of Yolo County.

Collaborations (including Board advisory groups and external partner agencies)

County Counsel approved the ordinance as to form. Additionally, the updated ordinance was shared with a range of stakeholders, including first responders, hospitals, emergency medical service providers, and emergency preparedness partners. Stakeholders were offered an opportunity to comment at a meeting of the Emergency Medical Care Committee (EMCC), and no objections were raised.
