Recommended Action
  1. Approve agreement with Nichols Consulting Engineers to provide pavement condition surveys for an update of the pavement management system for the County’s road network in the amount of $116,100; and
     
  2. Delegate authority to the Interim Director of Public Works to sign the Agreement.

Reason for Recommended Action/Background
The County of Yolo Community Services Department, Public Works Division is responsible for construction, operation and maintenance of 757 centerline miles of road, and 147 bridges.  The road network includes 33 miles of arterials, 142 miles of collectors, 40 miles of residential roads and 542 miles of other rural roads, which includes approximately 100 miles of gravel roads.  Yolo County roads carry a mixture of local and through commute traffic, bicycles, aggregate resource trucking, farm equipment movement, and farm to market traffic. 
 
The County utilizes the Metropolitan Transportation Commission’s (MTC) Street Saver pavement management system. The industry standard for pavement inspection is every three years.  The County’s road network was inspected and updated by Nichols Consulting Engineers (NCE) in 2017. The proposed contract will inspect the entire road network in one year and update the pavement management system.  The pavement management system provides tools that can assist decision makers in choosing cost effective strategies for maintaining pavements in a serviceable condition.
 
Approval of the agreement will enable the County to update the pavement management system in a timely and cost-effective manner.  With an accurate representation of the condition of the roads the Public Works staff will be able to better assess and prioritize cost-effective strategies for pavement maintenance and rehabilitation.

County Counsel approved the agreement as to form.
Competitive Bid Process
A request for proposals (RFP) for pavement condition inspections for pavement management system update was advertised on Bidsync beginning April 30, 2020.  Four proposals were received by the deadline of May 27, 2020 and out of the four received proposals, one proposal was disqualified, because the submittal did not meet the requirements of the RFP.  The scope of work includes pavement condition inspections for pavement management system update.
 
A selection committee of Public Works staff engineers reviewed three proposals.  Based on the requirements in the RFP, Nichols Consulting Engineers, was identified as the firm with the best proposal and qualifications.  After selecting NCE’s proposal as the best the cost proposals were reviewed.
 
The consultant will inspect all County roads based on the process specified by the MTC’s Street Saver.  As the roads are inspected the pavement management system will be updated.
