Reason for Recommended Action/Background |
In fiscal year 2019-20, the County allocated general funds earmarked to address homelessness in Yolo County to several local cities, including City of Davis, City of West Sacramento, and the City of Woodland. These funds were used to support efforts to address homelessness in those jurisdictions. (See Yolo County Minute Order No. 19-162, Item No. 33, of the Board of Supervisors’ meeting of December 17, 2019.) At that time the City of Davis was supporting the efforts of the Interfaith Rotating Winter Shelter (IRWS), a congregate rotating shelter program. The County allocated $20,000, which was matched by the City of Davis for a 50% share of cost. The funds were used to support the provision of medical services to the homeless population at the IRWS sites.
Due to the current COVID-19 pandemic, congregate shelters are not feasible this year. Thus, the City of Davis is working with IRWS and other partners to operate a non-congregate shelter/interim housing option. The City of Davis and its partners will serve an average of forty (40) individuals placed is twenty-five (25) 2-bedroom apartments in Davis. Addressing the medical care needs for this population is more important than ever. The collaboration between the County and the City of Davis will ensure the temporarily housed individuals receive medical care including daily check-ins for health and well-being. Once again, the City of Davis will contribute towards the cost of these services. City of Davis has partnered with CommuniCare Health Centers, Inc, for the provision of the on-site medical services for the program.

General funds are required by this action. The total amount of this action is $20,000 for the period of October 1, 2020 through June 30, 2021. The amount of $20,000 is included in the HHSA adopted budget for fiscal year 2020-21.
