Recommended Action |
- Approve the first amendment to Agreement No. 18-199 with CommuniCare Health Centers, Inc. to increase funding in the amount of $27,500 for fiscal year 2019-20, for a new contract maximum of $477,500 for the period of September 1, 2018 through June 30, 2021, to provide reunification services, such as parent education classes, for parents whose children have been removed from the home; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to approve Option Year Letters not to exceed $150,000 per fiscal year, for a 5-year maximum payment obligation not to exceed $777,500. Please see Section 2. of Att. A. First Amendment, which amends section II. of Agreement 18-199.

Reason for Recommended Action/Background |
Yolo County is mandated by statute to provide reunification services, such as parent education classes, for parents whose children have been removed from the home. The department is also mandated to provide preventive services for families whose children are at immediate risk of being removed from the home. These services often include parent education classes.
Local, community-based services shorten travel time for families and foster greater participation and commitment. CommuniCare Health Centers, Inc., is a local organization providing parent education services in both Woodland and West Sacramento to both our English and Spanish speaking families.
The services provided by CommuniCare Health Centers, Inc. under this contract, meet the unique needs of the Child Welfare Service program. The parent education curriculum offered by CommuniCare Health Centers, Inc., meets the court-ordered standards for parent education classes addressed in the California Welfare and Institution Codes. CommuniCare Health Centers, Inc., staff work closely with Child Welfare Services social workers to link, whenever possible, case plan objectives to service component outcomes.
Approval of this amendment allows for the payment of pending invoices for services rendered in fiscal year 19-20.
Performance measures were included in Agreement No. 18-199 and are not being changed by this amendment. |

Competitive Bid Process |
On April 23, 2018, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community based organizations to provide Building and Strengthening Protective Factors services. The RFP was open for 44 days (just over 6 weeks), and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on May 3, 2018. Bidders were offered the opportunity to submit proposals via the electronic BidSync system or by dropping off a paper proposal directly at HHSA.
HHSA received 4 proposal(s) from this solicitation. A Proposal Review Committee was formed that included 3 HHSA employees from 1 HHSA branch. The proposal submitted by CommuniCare Health Centers Inc. was selected as the top choice by all members of the Review Committee, and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

The action increases the contract maximum by $27,500 for a total of $477,500 for the period of September 1, 2018 through June 30, 2021. No general funds are required by this action. These services will be funded by Realignment. The amount of $27,500 is included in the HHSA adopted budget for FY2019-20. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2023 nor shall the total contract maximum exceed the amount of SEVEN HUNDRED SEVENTY-SEVEN THOUSAND FIVE HUNDRED DOLLARS ($777,500), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
