Recommended Action
Approve and authorize the Chair to sign the amendment to the Mental Health Training Initiative Grant Agreement between the Sheriff’s Office and the State of California Board of State and Community Corrections (BSCC) extending the term of the agreement by one year through September 30, 2021.

Reason for Recommended Action/Background
Correctional Officers are the first responders in the Yolo County Detention Centers, and therefore play an important role in delivering mental health care to the incarcerated population. STC certified mental health training is vital for our staff to help them recognize the need for care and refer or provide emergency services as necessary, as well as help the development of communication skills for managing inmates with mental disorders. In 2019, the BSCC announced the availability of grant funds to provide such critical mental health training to corrections personnel. The Sheriff’s Office completed a Needs Assessment Survey identifying one hundred and twelve (112) STC staff members eligible for training. As a result, the Sheriff’s Office received a BSCC Grant award of $30,240, which was approved by the Board of Supervisors on April 7, 2020.  Under this grant, staff members will receive single or multiple subject course training that includes content relating to signs and symptoms of mental illness, substance use disorder, trauma informed care, stigma and bias, crisis intervention, deescalation techniques and suicide prevention as it relates to an incarcerated population. 
 
The existing agreement for the BSCC Grant Award currently has an end date of September 30, 2020. However, the shelter in place orders and social distancing requirements have delayed the availability of training courses and the ability of students and instructors to travel. Recognizing the impact of COVID-19, the BSCC prepared an amendment to extend the term end for one year, through September 30, 2021, which will allow grantees to complete their grant objectives. The extension of the term has required the addition of four Progress Report Periods.  Due dates for these additional Progress Reports have been included in the Amendment document. The Final Summary Report due date has also been extended one year. All other terms and conditions remain the same.
 
The Sheriff's Office now requests Board authority to approve the BSCC Grant Agreement Amendment, extending the original term end date through September 30, 2021.

There is no associated cost to the County by approving the Amendment. The total grant award of $30,240 was added to the Fiscal Year 2019-20 budget, and any unexpended funds after June 30, 2020 will be rolled into the Fiscal Year 2020-21 budget during the carry forward process. No matching funds are required.
