Reason for Recommended Action/Background
Yolo County has prepared a series of workshops that support the County's strategic plan including focused efforts for child welfare services and the criminal justice system.  This workshop builds on this earlier work with a particular focus on health equity and racial disparities. A description of each of the recent workshops is as follows:

June 23 Board Workshop
On June 23, 2020 the Board of Supervisors (Board) held a workshop regarding the Child Welfare Action plan, the draft 2015-2020 County Self-Assessment (CSA), and the 2020-2025 System Improvement Plan (SIP). These documents are powerful tools for identification of gaps and weaknesses in county systems, and offer specific recommendations related to child welfare services. It is anticipated that staff shall consolidate the work of the Action plan with the 2020-2025 SIP, providing one solidified plan to continue addressing new opportunities and improvement through the established SIP process. Work on the CSA is ongoing in collaboration with the Probation Department, and staff anticipates returning with a final version of the document at a later date for Board approval.

July 7 Board Workshop
On July 7, 2020 the Board held a workshop regarding the recent updating of the Sequential Intercept Map (SIM), a system mapping process that identifies intervention points and areas for improvement within the Yolo County (County) adult criminal justice system. This presentation provided an overview of the 2020 SIM update as well as the Data-Driven Recovery Project, a data-sharing project that builds upon the efforts of the SIM and is anticipated to continue until 2022.

July 21 Board Workshop
On July 21, 2020, it is anticipated that staff shall continue the criminal justice conversation through an evaluation of data as it relates to health equity and racial disparities within the County. Below are the anticipated data points that staff shall present during the workshop:
  • County Administrator's Office
    • General County data using the Community Indicator Dashboard
  • Health and Human Services Agency (HHSA) - Public Health
    • Yolo County demographic data
    • Comparison of equity and effects on income, education, and length of life
  • Health and Human Services Agency (HHSA) - Child Welfare Services
    • Child Welfare population data by allegation, substantiation, first entries to care, location, and race/ethnicity
  • Probation
    • Juvenile Detention Facility data by race/ethnicity
    • Adult population data by race/ethnicity
  • Sheriff
    • Jail population data by race/ethnicity
    • Use of force policy/2019 data
  • HHSA  
    • Treatment/mental health data by race/ethnicity
    • Housing/homelessness data by race/ethnicity
Next Steps
These workshops, with the analysis and feedback received, will help inform upcoming strategic plan discussions. Specifically, there shall be a Community Corrections Partnership Strategic Plan meeting on August 10 and the Board of Supervisor's Strategic Planning Session on September 15 which both can continue discussions around criminal justice in Yolo County. Staff also anticipates returning to the Board with an update on the Results First Initiative later in 2020, an evidence-based model developed in coordination with the California State Association of Counties to evaluate the cost effectiveness of the County's criminal justice programming.
