Approve first amendment with Vista Pacifica Enterprises, Inc. to extend the term of the agreement through June 30, 2023 and add funding in the amount of $1,516,667 for a contract maximum of $1,560,000 for the period of July 1, 2020 through June 30, 2023 for the provision of 24-hour, longer term mental health residential care for Seriously Mental Ill adults. Recommended Action
  1. Approve first amendment with Vista Pacifica Enterprises, Inc. to extend the term of the agreement through June 30, 2023 and add funding in the amount of $1,516,667 for a contract maximum of $1,560,000 for the period of July 1, 2020 through June 30, 2023 for the provision of 24-hour, longer term mental health residential care for Seriously Mental Ill (SMI) adults; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to approve Option Year Letters not to exceed $520,000 per fiscal year, for a 5-year maximum payment obligation not to exceed $2,600,000. Please see Section III. COMPENSATION AND PAYMENT TERMS of Att. A. Agreement.

Reason for Recommended Action/Background
The Health and Human Services Agency desires to provide consistent and quality care in secure residential settings when deemed necessary for the safety and stability of individuals served by the local Mental Health Plan. Vista Pacifica Center in Riverside operates an Institute for Mental Disease (IMD) program in Riverside, providing treatment and care to Yolo County beneficiaries since 2016.  The program offers specialized treatment including pharmacological, therapeutic, and rehabilitative interventions in a safe and secure environment. These services are available in a 24-hour care, non-state hospital locked setting to referred adults who are conservatees of the Yolo County Public Guardian, and require treatment in such a secure environment. Additional funds are necessary to correspond with utilization.

HHSA initiated a 1 (one) month agreement with the provider so services could be continued to ensure there was no gap in services. This amendment is extending the term of that agreement through June 30, 2023 and adding funding for each year. Approval of this amendment will allow continued services for our seriously mentally ill clients.

Performance measures were included in the original agreement and are not being changed by this Amendment.

No general funds are required by this action. The total amount of this action is $1,560,000 for the period of July 1, 2020 through June 30, 2023. These services will be funded by Realignment.  The amount of $476,667 is included in the HHSA proposed budget for fiscal year 2020-21. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2025 nor shall the total contract maximum exceed the amount of TWO MILLION SIX HUNDRED THOUSAND DOLLARS ($2,600,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
