Recommended Action |
- Approve first amendment to agreement (Infor PO No. 3647) with Crestwood Behavioral Health Inc. to extend the term through June 30, 2023 and add funding in the amount of $4,666,667, for a contract maximum of $4,800,000, for the period of July 1, 2020 through June 30, 2023, for the provision of 24-hour, long-term residential mental health services for adults with serious mental illness (SMI); and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $1,600,000 per fiscal year for two (2) additional fiscal years, for a 5-year maximum payment obligation not to exceed $8,000,000; and 2) issue related option year notices. Reason for Recommended Action/Background |
Crestwood Behavioral Health Inc. (Crestwood) operates eighteen long-term facilities for adult psychiatric consumers providing 24-hour/long-term residential mental health services for adults with serious mental illness (SMI). Consumers are placed into various facilities depending on the level of care needed and on the specialization of the facility. These services assist the County with reducing State hospital and acute psychiatric hospital placements and allow the County to place consumers in the least restrictive setting.
The previous contract (BOS Agreement No. 14-133) between Crestwood and Yolo County (the County) expired June 30, 2020. To prevent a contract lapse and to maintain continuity of care for the County's consumers currently placed at the various Crestwood facilites, the County and Crestwood entered into a new 1-month agreement, otherwise known as Infor PO No. 3647 (the agreement). The term of the agreement was from July 1, 2020 through July 31, 2020, in the amount of $133,333 and was executed by the Yolo County Procurement Manager, under the authority provided in the Yolo County Procurement Policy.
Approval of this amendment extends the term of the agreement through June 30, 2023 and adds funding in the amount of $4,666,667, for a contract maximum of $4,800,000, for the 3-year period. This amendment also provides for two (2) optional year extensions up to $1,600,000 per extension, for a 5-year maximum payment obligation not to exceed $8,000,000 and delegates authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to exercise the optional year extensions and issue related option year notices.
Performance measures were included in the underlying agreement and are not being changed by this amendment.

No general funds are required by this action. The total amount of this action is $4,800,000 for the period of July 1, 2020 through June 30, 2023. These services will be funded by Realignment. The amount of $1,466,667 is included in the HHSA proposed budget for fiscal year 2020-21. The related funding will be included in the requested budget process for future fiscal years.
