Recommended Action |
- Approve sixth amendment to Agreement No. 08-255, Environmental Health's license agreement with Accela, Inc. to increase the number of licenses for the use of Decade's Licensed Programs and services for Envision Connect and Envision Connect Remote; and
- Adopt budget resolution for the increased license cost.

Reason for Recommended Action/Background |
The Department of Community Services, Environmental Health Division utilizes Decade's Licensed Software including Envision Connect and Envision Connect Remote to manage business operations such as:
- Consolidated data management
- Paperless inspections on tablets
- Activity tracking, workload assessment and time management
- Compliance tracking
- Permitting and licensing
- Complaint and service request tracking and management
Decade's licensed software is owned by Accela Inc. The Environmental Health Division has held license agreements for Decade's licensed software programs for approximately twenty years. The Cannabis Task Force also uses this software under Environmental Health's agreement.
Over the last few years there has been an increase in the number of staff that utilized both Envision Connect and Envision Connect Remote. The current contract allows for eleven licenses for Envision Connect. This needs to be increased to eighteen licenses to reflect the actual use of the software.
There will be an increase is the contract cost due to the increase in the number of licenses. This cost will be paid out of Environmental Health's Fund Balance. The source of these funds is fines and penalties paid for Hazardous Materials Unit related activities. |
