Reason for Recommended Action/Background |
The Yolo Habitat Conservancy (Conservancy) is a joint powers agency comprised of the County of Yolo and the cities of Davis, West Sacramento, Winters, and Woodland. The Joint Powers Agreement stipulates there be an Executive Director who serves as the administrative officer for the agency. The Conservancy recently completed an organizational analysis and concluded that an agreement for services with a member agency would be the most efficient option to staff the Executive Director role.
The County Administrator's Office (CAO) is confident there is sufficient capacity within the office to provide the requested administrative services to the Conservancy. Per the attached memorandum of understanding (MOU)(Att.A), the CAO would provide a 0.2 FTE manager and 0.5 FTE analyst/planner to provide these services in addition to other support from the Department of Financial Services, County Counsel, and other internal service departments. In FY 20-21, it is estimated the Conservancy would reimburse the County $156,345 for these services. The MOU has a one-year term and may be extended and modified as the County and Conservancy as necessary to meet the administrative needs of each respective agency. The MOU was approved by the Conservancy Board on May 18, 2020. |
