Recommended Action |
- Approve and authorize the Chair to sign the first amendment to Yolo County Agreement No. 19-272, otherwise known as Community Services Block Grant (“CSBG”) Agreement 20F-3052, with the California Department of Community Services and Development (“CSD”), increasing the 2020 CSBG Regular funds by $6,062 to a total of $300,628 and adding 2020 CSBG Discretionary funds of $32,000, and revising the end date of the agreement from December 31, 2020 to May 31, 2021. This will result in a new agreement maximum of $332,628 and a new agreement term of January 1, 2020 through May 31, 2021;
- Confirm Board of Supervisors authority to approve acceptance of any subsequent amendments to the agreement, including financial amendments; and
- Authorize the Procurement Manager to enter into and accept any non-financial amendments and revision to Grant Agreement 20F-3052 (including exhibits) that are consistent with the current Procurement Policy, upon approval as to form by the County Counsel; and authorize the Director of the Health and Human Services Agency, or designee, to prepare and sign the Department of Community Services and Development fiscal and program reports required by the agreement.

Reason for Recommended Action/Background |
The increase in Community Services Block Grant (CSBG) Regular funds will be used to assist the County in fulfilling its obligation to address and operate community-based programs designed to reduce poverty, revitalize low-income communities, and empower low-income families and individuals within Yolo County’s service area to achieve greater self-sufficiency by implementing priorities identified in the County’s Community Services Block Grant- Community Action Plan. The increase in CSBG Discretionary funds will be used to assist with motel costs for COVID-19 prevention efforts.
The CSBG Agreement 20F-3052, with this Amendment, provides the County with $332,628 in revenue for the period January 1, 2020 through May 31, 2021 to implement the County’s CSBG - Community Action Plan and respond to the COVID-19 pandemic.
Authorizing the Procurement Manager to enter into and accept any non-financial amendments and revisions to the Agreement (including exhibits) that are consistent with the current Procurement Policy, upon approval as to form by the County Counsel, allows for ease of the future administration of this Agreement.
Authorizing the Director of the Health and Human Services Agency, or designee, to prepare and sign the Department of Community Services and Development fiscal and program reports required by the Agreement allows for ease of the future administration of this Agreement. |
