Reason for Recommended Action/Background |
The California Department of Housing and Community Development (HCD) has issued a Notice of Funding Availability for its Local Early Action Planning Grant Program (LEAP) that provides $119 million for cities and counties to update their planning documents and implement process improvements that will facilitate the acceleration of housing production and assist with preparation of the sixth cycle Regional Housing Needs Assessment (RHNA). Yolo County is eligible for a $150,000 non-competitive grant. The funds would pay for consultants and staff time to update the County's RHNA and draft a plan to improve drainage in Esparto that would allow for higher density housing, including accessory housing, to better meet the County’s housing needs. |

The Department of Community Services (DCS) Planning staff will retain the services of DeNovo Planning Group and engage with Yolo County Housing to update the County's RHNA for the Housing Element update to the General Plan. DCS staff also anticipates working with Wood Rodgers to expand a study of the regional drainage of Madison to include the old town area of Esparto. DCS will work with the Sacramento Area Council of Governments, California Housing and Community Development, and the consultants identified above to draft a proposal to acquire the funds. County Counsel has approved the resolution as to form. |
