Adopt resolution authorizing the Yolo County Health and Human Services Agency to participate in and receive a capital funding grant from the California Health Facilities Financing Authority in the amount of $1,622,250 for the period of March 26, 2020 through June 30, 2022, under the Community Services Infrastructure Grant Program for capital improvements to Ellen’s House, a residential substance use program. (No general fund impact) (Larsen)
Recommended Action
  1. Approve and authorize the Chair to sign a new grant funding agreement (“Grant”) from the California Health Facilities Financing Authority (“CHFFA”) in the amount of $1,622,250 for the period of March 26, 2020 through June 30, 2022, under the Community Services Infrastructure Grant Program (“Program”) for capital improvements to Ellen’s House, a residential substance use program located within Yolo County (“County”), as well as any and all amendments thereto;
     
  2. Authorize the County Procurement Manager, or designee, to act on behalf of the County in connection with the Grant and to enter into and accept any non-financial amendments and revisions of the Grant and/or financial amendments and revisions that are consistent with current Procurement Policy, upon approval as to form by the County Counsel;
     
  3. Delegate the Director of HHSA, or designee, to act as Authorized Officer on behalf of the County, for purposes of administration and coordination of the CHFFA Program Grant, to carry out and consummate all transactions contemplated under this Grant; and
     
  4. Authorize the Director of HHSA, or designee, to prepare and sign any fiscal and program reports required under this Grant.

Reason for Recommended Action/Background
In February 2020, the County of Yolo (“County”) Health and Human Services Agency (“HHSA”) applied for Community Services Infrastructure Grant ("CSIG") Program funding through the California Health Facilities Financing Authority (“CHFFA”) in the amount of $1,622,250 to develop the Ellen’s House Project (“Project”).  These funds will be used to implement Ellen's House, which will provide on-site residential substance use treatment services to the target population of justice-involved individuals who have a substance abuse disorder, or co-occurring disorder, and are participating in some form of diversion program. 
 
In April 2020, HHSA received a Notice of Funding Availability (“NOFA”) from CHFFA approving a grant award (“Grant”) in the amount of $1,622,250 for the period of March 25, 2020 through June 30, 2022.   The Grant would require the Project to be considered operational by March 26, 2021.

Given the target population this Grant will serve, Ellen’s House will help fill multiple gaps identified through Yolo County’s Sequential Intercept Mapping process, including two priority gaps identified: Increased housing opportunities for those with behavioral health needs, and increased connection to services.
