Receive updates and consider any actions needed to support the COVID-19, a virus in the Coronavirus family, response and recovery strategies, including but not limited to considering a fiscal report on response costs and associated funding; authorizing changes to leave accrual for County employees through June 30, 2021; providing feedback on a working draft of the "Roadmap to Recovery," a framework for gradually reducing existing restrictions in the local Shelter in Place Order; and receiving updates from ad hoc Board subcommittees/liaison. Recommended Action
Receive update on the COVID-19, a virus in the Coronavirus family, response strategy; and
  1. Receive fiscal update on response costs and funding associated with COVID-19; and
  2. Authorize the Human Resources Director, or designee, to sign all documents and take all other actions necessary to increase vacation caps and eliminate floating holiday and administrative leave rollover restrictions for all represented and unrepresented County employees through June 30, 2021; and
  3. Consider and provide feedback on a working draft of the "Roadmap to Recovery," a framework for gradually reducing existing restrictions in the local Shelter in Place Order; and
  4. Receive updates from ad hoc Board subcommittees/liaison:

Human Resources Action Item--Leave Balances
As indicated in the recommended actions, to mitigate the impact the COVID-19 health emergency is having on employees’ ability to use vacation, floating holidays and, where applicable, administrative leave, Human Resources is recommending side letters of agreement with the bargaining units to raise the vacation maximums until June 30, 2021 and allow for roll over of unused floating holiday and administrative leave time on July 1, 2020. We normally extinguish unused hours of these last two types of leave at the beginning of every fiscal year. We have alerted all bargaining units leadership of our intent and they are all in support.  If approved, HR would also extend these changes to all unrepresented employees.

Roadmap to Recovery 
Also as indicated in the recommended actions, staff will present a working draft of the "Roadmap to Recovery," included as Attachment A hereto.  As the Board is well aware, COVID-19 is an evolving situation that requires a flexible approach by governments. The purpose of the draft Roadmap is to express how the County currently plans to begin relaxing certain restrictions, including reopening various businesses and organizations throughout the County and its cities. This document is based on the local Shelter in Place Order and many resources were considered in its preparation.The Roadmap includes various public health criteria for easing restrictions, expresses the potential for restrictions to increase if warranted by the criteria (for example, in response to increasing hospitalizations), and identifies a phased approach for "reopening" categories of businesses and activities that takes into account factors set forth in the Johns Hopkins Center for Health Security publication regarding phased reopening principles and guidance.  
 
As part of this effort, County staff have created a multi-agency collaborative team that includes members from the cities, Yocha Dehe Wintun Nation, and UC Davis to work together to research, coordinate, develop recommendations and effectively communicate relative to the potential "reopening" of Yolo County. Their work will inform the ongoing content of this document. There will be an effort to coordinate with the Yolo County Health Council, and other important stakeholder groups as we develop recommendations.
 
The Board of Supervisors plays an essential role in informing the Roadmap, soliciting community feedback and driving the content of this plan. Importantly, the Roadmap is intended to be a living document that can be modified over time as new information and community input is received.  Ultimately, the intent is to have the framework help inform future iterations of the local Shelter in Place Order as the pandemic response strategies evolve over time.  The Roadmap does not--and as a matter of state law, cannot--constrain the Health Officer's authority to modify the local Shelter in Place Order or any other related orders when necessary to effectively address the COVID-19 pandemic.
