Recommended Action |
- Adopt resolution authorizing the Yolo County Health and Human Services Agency (“HHSA”) to participate in and receive grant funding (“Award”) from Heluna Health (“Heluna”) for the COVID-19 Community Surveillance Project (“Project”) in the amount of $126,000 for the period of May 1, 2020 through October 31, 2020;
- Adopt budget resolution increasing the HHSA budget in the amount of $162,000 for Fiscal Year 2019-20 pursuant to acceptance of the Award;
- Authorize the Director of the Health and Human Services Agency, or designees, to act on behalf of Yolo County (“County”) in connection with the Award and to enter into, execute, and deliver any and all documents required or deemed necessary or appropriate to be awarded the Program funding, including the agreement included as Attachment A to this staff report, and any and all amendments thereto (“Award Documents”), to an Award maximum of $250,000; and
- Authorize the Director of HHSA, or designees, to prepare and sign any fiscal and program reports required under this Award.

Reason for Recommended Action/Background |
Yolo County has received an award in the amount of $126,000 by the California Department of Public Health (“CDPH”) through Heluna Health as one of 17 sites to operate a Community Surveillance program in the state. Community surveillance allows for the early detection of novel coronavirus spread in the general community that can be used to guide public health response. County will partner in this community surveillance with the Napa Solano Yolo Marin Public Health Lab (NSYMPHL) and Dignity Health – Woodland Healthcare Clinic. The goal is to test high volumes (50 residents/week) of community members that represent a diverse cross section of Yolo County’s population and roll up these efforts as part of the state’s long-term surveillance program. This program will begin Summer 2020 and has a 6-month duration. |
