Adopt resolution authorizing the Yolo County Health and Human Services Agency to participate in and receive COVID-19 Emergency Response Grant Program funds from the County Medical Services Program, and adopt a budget resolution adding grant funds in the amount of $605,800 to the Health and Human Services Agency budget for 2019-20.  (No general fund impact) (4/5 vote required) (Larsen)
Recommended Action
  1. Adopt resolution authorizing the Yolo County Health and Human Services Agency (“HHSA”) to participate in and receive grant funding (“Award”) from the County Medical Science Program (“CMSP”) Governing Board (“Board”) COVID-19 Emergency Funding Grant (“CERG”) program in the amount of $605,800 for Yolo County (“County”) for the period of May 15, 2020 through November 14, 2021 to address the needs of various low-income populations with or at risk of COVID-19 conditions;
     
  2. Adopt a budget resolution increasing the HHSA budget in the amount of $605,800 for Fiscal Year 2019-20 pursuant to acceptance of the Award;
     
  3. Authorize the County Administrator (“CAO”), or designees, to act on behalf of the County in connection with the Award and to enter into, execute, and deliver any and all documents required or deemed necessary or appropriate to be awarded the Program funding, and any and all amendments thereto (“Award Documents”);
     
  4. Authorize the HHSA Director or designees, to sign as the Applicant and to prepare and sign any CMSP fiscal and program reports required under this Award; and
     
  5. Ratify the signatures of the Yolo County Administrative Officer and the HHSA Director on the Award based on the Authorization requirements within the Award.

Reason for Recommended Action/Background
The County Medical Services Program ("CMSP") provides health coverage supports for uninsured low-income, indigent adults that are not otherwise eligible for other publicly funded health care programs. The CMSP Governing Board seeks to support CMSP Participant Counties, including Yolo County, in responding to the COVID-19 pandemic emergency through the provision of funding to expand the delivery of services addressing the emergency needs of various low-income target populations with or at risk of COVID-19 conditions by supporting local preparedness, containment, recovery, and response activities in Participant Counties affected by the novel coronavirus. CMSP’s mechanism for providing this support is the COVID-19 Emergency Response Grant program. 
 
Target populations under this Program include uninsured and/or underinsured low-income adult residents seeking health care services and support in response to COVID-19 conditions; specific low-income population groups in the County, including adults, identified as most at risk of COVID-19 conditions based upon current County data on risk and need; publicly supported low-income adult populations, including those on CMSP, Path to Health, Medi-Cal and/or Medicare, seeking health care services and supports in response to COVID-19 conditions; and low-income adult residents with existing health or behavioral health conditions that have housing and/or transportation challenges that impede their ability to obtain necessary health care services and/or necessary shelter to address COVID-19 conditions.
 
Yolo County is accepting these funds to provide wrap-around behavioral health supports to homeless individuals staying in motels, allowing them to safely shelter during the COVID-19 pandemic. The emergent needs addressed with this funding include personal protective equipment (“PPE”) such as facemasks, hand sanitizer, and similar supplies needed to assist in responding to the COVID-19 pandemic; supportive quarantine services, such as medication co-pays for uninsured or underserved populations;  support for community-based non-profit organizations providing emergency support to target populations; and public information and outreach, including public messaging regarding COVID-19 services and emergency response through various means of communication.
