Reason for Recommended Action/Background
The County Capital Improvement Plan (CIP) is updated each year as projects and funding necessitate. The County utilizes a rolling five year (calendar year) CIP, which includes potential capital projects that could be recommended for implementation. Moving forward, any new projects greater than $200,000 will be included in the CIP budget, and anything under this amount will be included in the General Services Department budget. Approval of this plan does not constitute approval of specific projects within the the plan; individual projects still require project approval from the Board. The 2020-2024 CIP is included as Attachment A.

The CIP includes modifications to facilities, infrastructure projects, maintenance, and information systems. In addition, these plans are tracked through e-Builder, a construction management software program. New projects included in the 2020-2024 CIP include, the Energy Services Project, Landfill Groundwater Control, Electric Vehicle Charging Stations, and purchase and remodel of the 100 West Court Street and 120 West Main Street buildings. Though the Adult Day Health Center (ADHC) project is identified as an emerging need in the CIP, staff expects that Dignity may propose a project in the current fiscal year.  In this potential scenario, Dignity would actually be the project lead to complete the project and the County would provide financial support as a partner.  While the ADHC facility project would not be a County led capital project with this scenario, staff felt it important to keep it in the emerging needs section in case this proposed approach doesn't come to fruition. In addition, projects completed in the last year include, several road projects, re-occupancy of the Historic Courthouse, and the Central Library Services/Archives and Records Center remodel.

The  CIP Finance Plan is created for a three-year fixed period called the CIP Financing Period. This facilitates maintaining each block of financing separate and distinct, in addition to following the time constraints typically associated with certain types of financing, such as bonds, which require 85% be spent within three years of the debt transaction. At the end of the three-year financing period a new CIP Finance Plan will be developed in coordination with Board approval.
