Reason for Recommended Action/Background
This second amendment adds Mental Health Services Act (MHSA) funding in the amount of $47,800 for fiscal year 2019-20. This funding will be used to augment direct service staff salaries to ensure qualified personnel retention for the Turning Point Community Services (TPCP) Adult Outpatient Specialty Mental Health Services Program at the Pine Tree Gardens Board and Care facilities (PTG B&Cs).  The outpatient specialty mental health services(SMHS) provided by TPCP at the PTG B&Cs support consumers who have a history of or are at risk for psychiatric hospitalization and/or placements in Institutions for Mental Disease.
 
These outpatient SMHS aim to restore, maintain, or improve personal independence and functioning consistent with requirements for learning and development. Services are patterned upon evidence-based or best practice-based models of treatment incorporating principles of “recovery” from symptoms of mental illness and are provided in a less restrictive environment, allowing consumers to receive the appropriate level of services. This also allows the County to achieve cost savings by reducing higher level/higher cost placements.
 
Retention of qualified staff is crucial for the success of this program, thus the Yolo Health and Human Services Agency (HHSA) is requesting approval of this second amendment to support TPCP with the provision of these vital services to vulnerable County consumers.

Competitive Bid Process
On March 3, 2014, HHSA issued a Request for Proposals (RFP) from qualified community based organizations to provide Adult Outpatient Specialty Mental Health Services to consumers that were community centered, rather than facility based.  The RFP was open for 26 days (just over three weeks). Bidders were offered the opportunity to submit proposals via the electronic BidSync system.
 
HHSA received two proposal(s) from this solicitation. The proposal submitted by Turning Point Community Programs was selected as the top choice by all members of the Review Committee, and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No general funds are required by this action. The total amount of this action is $606,952 for the period of July 1, 2017 through June 30, 2020 with an amount of $234,148 for the current fiscal year. These services will be funded by the Mental Health Services Act (MHSA) and Speciality Mental Health Services Medi-Cal FFP. The amount of $234,148 is included in the HHSA adopted budget for FY 2019-20 for this fiscal year.
