Recommended Action |
- Adopt budget resolution allocating additional funds for the Yolo Branch Library construction project in the amount of $192,244; and
- Approve and authorize the Chair to sign the amendment to work authorization with WMB Architects for work related to the Yolo Branch Library construction project with an increase of $192,244 for additions to scope of work including construction documents, permit & bidding assistance, and construction administration, for a total not-to-exceed amount of $320,144 under Agreement No. 17-127.

Reason for Recommended Action/Background |
The existing Yolo Branch Library building, originally constructed in 1918, requires replacement for a number of reasons, including structural issues, code compliance, and ADA compliance. Library services were moved into a leased on-site portable building in August 2017, and will continue there until a new building is constructed. The new building will be approximately 3,900 square feet and will contain study rooms, a community room, and a covered outdoor area. The environmental impact report was certified in November 2018, and WMB Architects subsequently began work on the schematic design and 60% development of the design of the new Yolo Branch Library.
The next phase of the project includes the completion and issuance of construction documents and cost estimates, which are required to successfully secure funding from local, state, and federal grant opportunities. This phase also includes permit and bidding assistance and construction administration. This amendment will increase the scope and amount of the work authorization to include these additional tasks. |

The Yolo Branch Library construction project has been a coordinated effort by staff from the County Administrator's Office, Library staff, and the Friends of the Yolo Branch Library of Yolo. Library staff and the lead architect from WMB Architects have participated in multiple meetings with the Friends and the Yolo Community Advisory Group to obtain input on the community’s needs and priorities for the new Yolo Branch Library. The County Administrator’s Office and General Services Department have also been heavily involved with the Yolo Branch Library construction project. |
Competitive Bid Process |
On-call contracts were solicited and reviewed in compliance with all Department of Financial Services policies and procedures. Contracts were approved by the Board of Supervisors in June 2017. |
