Recommended Action
  1. Authorize the Yolo County Health and Human Services Agency to allocate $106,100 in Intergovernmental Transfer (IGT) emerging health and human service needs funding towards the Clarksburg Community Park and Aquatic Center Master Plan; 
     
  2. Delegate authority to the Procurement Manager to sign an agreement with Wilson Design Studio in an amount up to $106,100 to implement the proposed project; and
     
  3. Adopt a budget resolution transferring IGT funding to the County Administrator's Office budget for this expenditure (Attachment A).

Background
On January 29, 2019, the Yolo County Health and Human Services Agency (HHSA) adopted a new policy and procedure to provide guidance on how Intergovernmental Transfer (IGT) funding is administered by the Agency (Attachment D). The policy allows for some portion of IGT funds to be allocated towards emerging health and human service needs each year. A process flow map further describes the detailed steps for identifying and approving these emerging needs expenditures. Attachment B provides a summary of that process.

In accordance with the policy and procedure referenced above, this staff report is intended to present the Clarksburg Community Park and Aquatic Center Master Plan project as a proposed IGT emerging needs project in fiscal year 2019-20 with a total funding request of $106,100.

There is currently no public facility for recreation in Clarksburg. 61% of Clarksburg residents are on Medi-Cal. IGT funding is intended to serve the Medi-Cal population. A community park and aquatic center will allow for physical activities and wellness opportunities in an effort to address health equity in this rural community. 

Clarksburg Community Park and Aquatic Center Master Plan Project Description
Since 2017, the County Administrator’s Office (CAO) has been coordinating with the community of Clarksburg and the Friends of Clarksburg Services and Recreation (Friends) to develop in-kind community and parks planning. The Friends corporation was formalized in January 2019 and serves the purpose of supporting and developing recreational facilities which will enhance the community fabric of Clarksburg.

The next project in this community enhancement process is to develop a Clarksburg Community Park and Aquatic Center Master Plan (Master Plan) following the Knights Landing Parks Master Plan and subsequent Proposition 68 grant proposal that was completed in August 2019. The purpose of this Master Plan is to coordinate existing Clarksburg facilities and plan future joint-use recreational and aquatic facilities located on the Clarksburg River Delta Unified School District site.

On August 19, 2019, Wilson Design Studio (WDS) provided the CAO with a scope of work and fee proposal (Attachment C) on behalf of the Friends to develop the Master Plan and to submit a Proposition 68 grant application through the Statewide Park Program.

WDS proposes a four-phase work plan including project initiation and community engagement, conceptual design, master plan design, and grant application through Proposition 68. This shall result in a master plan coordinating joint-use facility including a new pool and multiple recreation areas around the River Delta Unified School District site. WDS proposes to include NORR Architects and Aquatic Design Group to complete these tasks.

Next Steps
Per the HHSA IGT policy and procedure, the proposed project has been reviewed and approved by the HHSA Director and the County Administrator’s Office. Staff has deviated slightly from the IGT emerging needs process related to Step 4, which states that the funding request will be reviewed and approved by the Budget Board Subcommittee prior to the request being presented to the full Board. Staff has been working with the District 1 Supervisor on the project, thus we did not bring this to the Budget Subcommittee for approval in order to be compliant with the Brown Act.  
 
At this time, staff recommends that the Board of Supervisors approve use of IGT Emerging Needs funding for the Clarksburg Community Park and Aquatic Center Master Plan emerging needs project, which will allow for expanded health and wellness activities in one of Yolo County’s rural communities.

Staff collaborated with County Counsel, the County Administrator's Office, and the Health and Human Services Agency to develop this contract for services.
Competitive Bid Process
The Board of Supervisors approved an on-call consulting list for as-needed services for architectural, environmental, engineering and other consulting services in 2017. However, this list is set to expire on June 30, 2020 and it is expected that this project will end in Fall 2020 or later. Therefore, a sole source letter was submitted to and approved by the Yolo County Purchasing Manager on 9/26/2019.

The amount of $106,100 was appropriated under the HHSA IGT Emerging Needs fund as part of the County Budget 2019-20 agenda item at the Board of Supervisors meeting on 9/24/2019. However, a budget resolution is needed to transfer and appropriate this funding to the County Administer's Office budget for purposes of executing this contract.
