Background
The Boards’ of Supervisors of Colusa, Sutter and Yolo counties agreed to an exploration of regionalization of the three local child support agencies into one regional child support agency. The Boards' of Supervisors have also entered into Memoranda of Understanding designating the Yolo County Child Support Services Director as the Interim Director in Sutter and Colusa counties during the exploration phase.
Oversight for the California Child Support program is provided by the California Department of Child Support Services (DCSS) and is administered locally, generally at the county level operated as local child support agencies (LCSA). Over the past 15 years, there are a number of examples of county child support departments consolidating or regionalizing their services into one agency. As examples, the following are regional child support agencies:
- Sierra Nevada LCSA
- Santa Cruz/San Benito LCSA
- Merced/Mariposa LCSA
- Eastern Sierra (Inyo, Mono) LCSA
- Siskiyou/Modoc LCSA
- Central Sierra (Tuolumne, Calaveras, Amador, Alpine) LCSA
- North Coast (Humboldt, Trinity) LCSA
Although examples of regional child support agencies exist in California, this effort is not intended to replicate an existing model but to develop a regional organization that works for these three counties and their staff.
Funding for Yolo, Sutter and Colusa LCSA’s has been flat and as personnel costs increase, the LCSAs are searching for avenues to reduce costs and still provide a high level of service. Regionalization provides an opportunity for counties to consolidate administrative, financial and case management functions. Furthermore, functions such as training, outreach, data reliability audits, policy and procedure writing and maintenance can be coordinated for consistency and reduced workload for impacted staff. Overall, consolidation of the functions of the child support program can result in increased efficiency, improved service and cost effectiveness for the Child Support Program, its staff and customers. Centralizing administrative processes will leverage funding, allowing Yolo, Sutter and Colusa Counties to more efficiently operate.
The following is a list of a few efforts the three counties have been working on with regard to the exploration of regionalization over the last six months:
- Developing tri county MOU comparison matrices for each of the bargaining units. These documents will be foundational in our work analyzing compensation and benefits between the three agencies.
- Developing a proof of concept for an Individual Compensation Statement for staff in Sutter and Colusa to use to assess the potential personal financial impact if they were to become Yolo County employees.
- Evaluating the organizational structure of the three LCSAs to determine and put in place interim changes to ensure the structure supports the business needs. As an example, we have created a limited term Supervising Attorney position out of Yolo to supervise the attorneys and legal operations of the three child support offices.
- Subject Matter Experts from each of the three offices are participating in a series of Child Support Summit’s for staff to get to know one another and better understand how we each do business. These are proving to be good team building events.
Reason for Recommended Action
The purpose of this operational assessment is to help guide the design and development of a regional model for child support service delivery that is efficient, engages employees, achieves performance outcomes, is aligned with current funding, and ultimately better serves the children and families of the three counties.
This operational assessment will occur over four months and includes identifying each LCSAs current business processes, determining how the current processes could be improved, and envisioning how a regional model could result in a more efficient, cost effective and customer service focused delivery of child support services. The operational assessment will also document the current processes in each LCSA and provide an evaluation as to how those processes could be improved; whether that be through regionalization, adopting best practices of other county or state child support programs, or some other means.
It is envisioned that at the end of the four-month assessment, each LCSA and its respective leadership will be able to see what a regional model could look like as well as the challenges and benefits that may be realized.
The California Department of Child Support Services is interested and supportive of this tri county operational assessment and is committed to fully funding the cost of the contract. There is no General Fund impact to Yolo, Sutter or Colusa counties. |

Request for Proposals (RFP) Service Requested:
On July 9, 2019, the Procurement Division issued a Request for Proposals (RFP) for seeking a consultant to perform an Operational Assessment of Child Support Services. Seventy-nine potential proposers viewed this opportunity. One pre-proposal conference was held and four potential proposers attended. On August 2, 2019, three proposals were timely received. The Procurement Division reviewed all proposals and found all to be responsive. The proposals were sent to a multi-county evaluation team consisting of Colusa, Sutter and Yolo counties. The evaluation team determined that the Center for the Support of Families was the best apparent proposer. The County did not receive any protest regarding this intent to award. Subsequently, contract negotiations commenced and it is recommended that this contract be awarded to Center for the Support of Families.
