Recommended Action
  1. Hold public hearing;
     
  2. Determine that a Categorical Exemption is the appropriate level of environmental documentation in accordance with the California Environmental Quality Act (CEQA) and Guidelines (Attachment B);
     
  3. Adopt the proposed Findings for the creation of a Farmland Security Zone (Attachment C); and
     
  4. Adopt resolution (Attachment E) designating the subject property (APN 041-010-010) as a Farmland Security Zone, and approve the rescission of Williamson Act Land Use Agreement No. 84-12 (Ag Preserve No. 23) and establishment of a new Farmland Security Contract (Attachment D) in accordance with the Conditions of Approval (Attachment F).

Reason for Recommended Action/Background
The project request is to establish a Farmland Security Zone, rescind Williamson Act Land Use Agreement # 84-012, and simultaneously re-enter the parcel into a new Farmland Security Zone Contract (Attachment D). The parcel, APN 041-010-010, is approximately 76-acres, and located at the southeast intersection of County Road 98 and 25A, south of Woodland and north of Davis. The project parcel is zoned Agricultural Intensive (A-N) and is located within three miles of a city Sphere of Influence, and satisfies the other Yolo County Williamson Act Guidelines eligibility criteria for Farmland Security Zone establishment (Attachment G). The project also implements several General Plan policies that seek to preserve and protect agricultural lands through the use of land use agreements (Attachment C).
Collaborations (including Board advisory groups and external partner agencies)
A Request for Comments was circulated and no comments were received. The project request was taken to the Yolo County Planning Commission on September 12, 2019 (Attachment H). The Planning Commission voted 7-0 to recommend that the Board of Supervisors establish the project property as a Farmland Security Zone, so that the existing Williamson Act Contract may be rescinded and be replaced with a new Farmland Security Zone contract.
