Recommended Action |

- Adopt budget resolution increasing appropriations and estimated revenues for the Road Fund by $7,000 for adding the scoping of a Class I bike path alternative to the project deliverables; and
- Authorize the Chair of the Board of Supervisors to sign the agreement.

Approval of the agreement will allow the consultant to begin the work, and to provide services for the project through December 31, 2020.
BACKGROUND
A request for proposals (RFP) for the preparation of a project study report, and project development support, to evaluate alternatives and a preferred option for a potential County Road 32A Railroad Crossing Relocation Project, was advertised on Bidsync beginning on July 1, 2019. One proposal was received by the deadline of July 31, 2019. A selection committee with representatives from Union Pacific Railroad Company, City of Davis, Yolo County Farm Bureau, Bike Davis, and Yolo County reviewed the proposal. Based on the requirements in the RFP, T.Y. Lin International was selected. Staff negotiated the agreement in accordance with the process required for consultant contracts.
Yolo County, in partnership with the City of Davis, applied for SACOG Community Design Funding for the project known as County Road (CR) 32A Railroad Crossing Relocation Project Study Report-Project Development Support (Project). The City of Davis and Yolo County each received a $100,000 grant ($200,000 total) for the preparation of a Project Study Report-Project Development Support (PSR-PDS) to establish alternatives and a preferred option for replacing the CR 32A Railroad Crossing with a new crossing within two miles east of the CR 32A Railroad Crossing.
Preparation of the PSR-PDS follows a community-based effort to preserve a crossing of CR 32A over the Union Pacific Railroad Company (UP) east of the City of Davis at County Road 105. Due to a history of accidents at the existing crossing, and despite the implementation of many counter measures, UP requested that the Public Utilities Commission (PUC) authorize the closure of this crossing. In negotiations with stakeholders, including SACOG, City of Davis, Yolo County Farm Bureau, Bike Davis, PUC, and Yolo County, UP has consented to consider a relocation of the crossing rather than closure.
The County Administrator’s Office has requested that the consultant also examine and provide a cost estimate for a possible Class 1 bike path alternative from the location of the preferred alternative crossing location, extending to the western levee of the Yolo Bypass (where the existing Caltrans Class 1 bike path begins on the levee). This work, which totals about $7,000, is outside the scope of the funding agreement with SACOG, and will be tracked separately (as Task No. 6). Staff is requesting the Board’s approval of the amendment and corresponding budget adjustment from the County’s General Fund to cover this additional cost.
The total Project cost including the Class 1 bike path alternative is estimated to be $227,000. As the manager of the Project, Yolo County will receive the SACOG grant funds, totaling $200,000. Both jurisdictions (City and County) will provide a $10,000 match each ($20,000 total) in local funds to the Project, in addition to SACOG’s grant funding. Yolo County's match will be supplied by Highway Users Tax Account (HUTA) funds (Road Fund), and the City of Davis match will be supplied by its General Fund. Yolo County General Fund Contingency will fund the $7,000 Class 1 bike path alternative study.
After negotiations and refining the scope of work, the consultant has agreed to receive $202,000 in compensation for the entire project, including the Class 1 bike path alternative. The remainder of the grant and matching fund amounts will help to cover a portion of County staff efforts for the Project. |
