Reason for Recommended Action/Background
The California Department of Housing and Community Development (HCD) has revised its Notice of Funding Availability for its Planning Grants Program to increase the amount available to local jurisdictions for planning to facilitate the construction of new housing. Consequently, the County is now eligible for a $160,000 non-competitive grant rather than a $125,000 grant. The Board originally adopted Resolution No. 19-80 at the June 6, 2019 BOS meeting, allowing the County to apply for the lower amount. The resolution has been re-written to include the new amount, and is attached as a new resolution.

 The funds from the grant would pay for the drafting of revisions to the Zoning Regulations of the Yolo County Code to clarify and simplify development standards that will better encourage higher density and accessory residential development to assist the County in achieving its goal of providing affordable housing.

Both a redlined version of the original resolution and a clean copy of the new version are available as attachments. Staff recommends adopting these minor revisions to Resolution 19-80 to access funding made available by HCD.
Collaborations (including Board advisory groups and external partner agencies)
The Department of Community Services Planning Division staff will continue to work with the Sacramento Area Council of Governments (SACOG) and HCD staff and their consultants, to draft an acceptable proposal and acquire the funds.  County Counsel has approved the resolution as to form.
