Recommended Action |
- Hold a public hearing to hear a presentation and receive public comments on the 2018 General Plan Annual Progress Report; and
- Direct staff to file the report with the State of California Office of Planning and Research and the State Department of Housing and Community Development, as required by State law.

Reason for Recommended Action/Background |
The General Plan Annual Progress Report is a yearly summary of development trends, achievements, and progress on the implementation of General Plan Action Items. Section 65400 of the Government Code requires jurisdictions to submit these annual progress reports, with a special emphasis on housing and the County's success in meeting its share of regional needs, including the removal of government constraints for achieving these goals. Required reporting for housing construction completed in 2018 was submitted to the Office of Planning and Research, and State Departments of Housing and Community Development and Finance prior to the required April 1, 2019, deadline.
Noteworthy updates in the 2018 General Plan Annual Progress Report include the kick-off for the preparation of the Draft Program Environmental Impact Report for the Cannabis Land Use Ordinance; updating the Esparto Community Plan; construction of the Tuli-Mem Park in Esparto; completion of two capital improvement projects to approximately 21 miles of County Roads 13, 14, and 85 between Zamora and Capay and nearly four miles of County Road 27 between Davis and Woodland; planning for the construction of a new library facility in Yolo, including the adoption of the Environmental Impact Report; and, initiating construction for the Monroe Jail Expansion and Renovation Project. Additionally, funding from the County's Rural Community Investment Program allowed the Yolo County Library to add 40 new WIFI hotspots, making available a total of 91 hotspots, for residents to borrow at its branch libraries.
Development activity remains fairly stable over the last few years, with approximately 70 new Planning applications received and 994 building permits issued in 2018. Nineteen homes were constructed in 2018, eight of which were built on agriculturally-zoned land. Also, the median household income rose by nearly 11 percent to $85,100 for a family of four in Yolo County, which had not seen an increase since 2014. Lastly, the County is expected to meet or exceed the 2013-2021 Regional Housing Needs Allocation goal of 362 residential units, having constructed 303 units to date (using 2018 reporting figures). The County has already exceeded its allocation of very low, low, and moderate income units. |

The Planning Commission received a presentation of the 2018 General Plan Annual Progress Report at its September 12, 2019, meeting.
