Recommended Action |
- Approve agreement with the California Department of Public Health (State Agreement No. 19-10464) to receive funding in the amount of $73,360, for the period July 1, 2019 through June 30, 2024, to administer an HIV surveillance program ("HSP") and to ensure implementation of related activities; and
- Adopt a resolution authorizing the Yolo County-Health and Human Services Agency (“HHSA”) to submit the Board approved State Agreement No. 19-10464 and related documents to CDPH; and to receive funding in the amount of $73,360, for the period July 01, 2019 through June 30, 2024, for implementing HSP related activities.

Reason for Recommended Action/Background |
This agreement is to receive funding to perform HIV Surveillance Program (HSP) activities outlined by the Office of Aids (OA), Center for Infectious Diseases (CDC), and the California Department of Public Health (CDPH).
The primary goals and objectives for this allocation are:
- Maintenance and Infrastructure for the HSP;
- Collection and Submission of Accurate, Complete, and Timely HSP Data to OAC;
- Maintenance of HSP Data Security and Confidentiality;
- HSP Program Management and Coordination (in a manner consistent with administrative, fiscal, budgetary, and program guidance from CDPH, OA, and CDC); and
- Collaboration with partners regarding the HIV epidemic response in line with California Integrated Plan goals and objectives.
In 2016, the County was allocated $46,827 by CDPH for the period July 1, 2016 through June 30, 2019, to implement the HSP. The earlier allocation period has expired, thus the County is executing new agreement, State Agreement no. 19-10464, to receive funding in the amount of $73,360, for the period July 1, 2019 through June 30, 2024. The State allocation formula was based upon the following factors: the number of new HIV/AIDS cases diagnosed 2013 – 2017; and the number of cumulative HIV (non AIDS cases) through December 31, 2017. (See Exhibit A2 of Att. A. Agreement for more information regarding the allocation process.)
Staff hereby recommends approval of this agreement and adoption of resolution authorizing HHSA to submit the Board approved agreement and related documents to CDPH; and to receive funding for the HSP, through December 31, 2024. |

No general funds are required by this action. This action will result in revenue in the amount of $73,360 for the period of July 1, 2019 through June 30, 2024 with an amount of $14,672 to be received by the County in fiscal year 2019-20. CDPH HSP grant is the source of this funding. The amount of $14,672 is included in the HHSA adopted budget for fiscal year 2019-20. The remaining revenue funding will be included in the requested budget process for future fiscal years.
