Recommended Action
  1. Award and execute six-month contract (October 1, 2019 through March 31, 2020) to Broward Builders, Inc. in the amount of $231,396 to provide construction services for the CSA 6 Gravel Roadway Project; and
     
  2. Approve plans and specifications, a copy of which is on file with the Clerk of the Board, for the CSA 6 Gravel Roadway Project.

Reason for Recommended Action/Background
CSA 6 Gravel Roadway Project - FSRP Agreement
On September 25, 2018, the Yolo County Board of Supervisors approved a Flood System Repair Project ("FSRP") funding agreement with the California Department of Water Resources ("DWR") to receive $200,758 for the repair of County Service Area Six's levee patrol roads (Minute Order 18-162). On December 11, 2018, the Board of Supervisors approved a budget resolution to accommodate an increase in the total grant award to accommodate higher than anticipated project costs (Minute Order No. 18-202). In total, the overall funding amount for the CSA 6 Gravel Roadway Project is $294,001 with 90% funded by DWR and the remaining 10% funded by CSA 6.

Project Description
The work plan subject to the FSRP agreement includes the reconditioning of approximately 3.5 miles of the deteriorated levee crowns and/or access ramps within CSA 6's boundaries. Specifically, the project will repair existing patrol road alignments by overlaying the existing patrol road with 4" of Class 2 Aggregate Base, 3/4" Max., at 90% relative compaction, per the 2010 CalTrans Standard Specifications, Section 26 or approved equal. Improvements will begin in Unit 1 of the Project Levee, from Levee Mile 0.60 to Levee Mile 4.10 (Attachment A - Project Map). Construction will begin in early October 2019 and is expected to be completed in 1 month.

Recommended Action
At this time, staff recommends that the Board of Supervisors award the contract to perform the construction work associated with the CSA 6 Gravel Roadway Project to the lowest bidder, Broward Builders, Inc., execute the contract, as well as approve the plans and specifications for the project.

Staff has collaborated with the Office of County Counsel and the Department of Financial Services on the competitive bidding and contract processes associated with this project.
Competitive Bid Process
The construction bid for the CSA 6 Gravel Roadway Project (#AUDIFBKK1916) was released on August 19, 2019. Bids were accepted through 3:00 pm on September 12, 2019 and were opened at 3:01 pm the same day. A total of three bids were received for this project, as outlined below and in Attachment B - Bid Tabulation Sheet.
