Adopt resolution authorizing the Director of the Yolo County Health and Human Services Agency or her/his designee to execute a non-financial Memorandum of Understanding with Sacramento County for the period July 1, 2019 through June 30, 2022 for temporary provision of reciprocal Health Officer Coverage. (No general fund impact) (Larsen)
Recommended Action
  1. Adopt resolution authorizing the Director of the Yolo County Health and Human Services Agency or her/his designee to execute a non-financial Memorandum of Understanding (MOU) with Sacramento County for the period July 1, 2019 through June 30, 2022 for temporary provision of reciprocal Health Officer Coverage; and
     
  2. Delegate authority to the HHSA Director to execute any additional forms, documents, and/or amendments related to this MOU.

Reason for Recommended Action/Background
Pursuant to Government Code Section 24000(s), each California County is required to appoint a County Health Officer to carry out duties prescribed in Health and Safety Code Section 120100 et seq. and other applicable statutes. 
 
Sacramento County and Yolo County wish to enter into an MOU (See Attachment A. Resolution and Attachment B. MOU) so that either may provide the other with Health Officer coverage, in the event that either County’s Health Officer becomes temporarily absent from his/her county or otherwise unavailable to carry out his/her duties. The covering Health Officer shall have all the powers and duties of the requesting County's Health Officer when providing coverage for the requesting county. Either the County or the County Health Officer may decline to provide coverage without penalty or liability.
 
In order for Yolo County to enter into this MOU, Sacramento County requires the Yolo County Board of Supervisors to adopt a resolution affirming the Yolo County signatory, in this case the HHSA Director, has the authority to approve or execute the MOU and any additional forms, documents, and/or amendments related to the MOU.
 
Staff recommends the adoption of this resolution to allow the HHSA Director to execute the MOU and any additional forms, documents, and/or amendments related to it.
