Recommended Action
  1. Approve first amendment to Agreement No. 16-194 with CFMG to extend the term of the agreement through June 30, 2020, and add funding in the amount of $3,837,741 for FY 2019-20, for a new contract maximum of $13,235,963 for the provision of comprehensive medical services to the detainees of the Yolo County Jail and JDF for the period December 1, 2016 through June 30, 2020; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to exercise the option year(s) and execute related option year letter notices for a one (1) twelve (12) months period with payment obligation not to exceed $3,952,873 per fiscal year and total maximum payment obligation after including all option years not to exceed $17,188,836. Reason for Recommended Action/Background

Yolo County (“the County”) is mandated to provide effective and quality comprehensive medical health services to detainees of the Yolo County Jail and Juvenile Detention Facility. In an effort to provide high quality care and to ensure continuous compliance with federal and state regulations, the Yolo County Health and Human Services Agency (HHSA) along with the Probation Department and Sheriff’s Department have reviewed medical services provided to this population and explored options to best serve detainees in the County.
 
Diligent analysis of the situation led the County to release a Request for Proposal (RFP)  seeking a provider to arrange quality medical services for inmates, which in turn resulted in a contract with CFMG for these critical services.
 
Staff recommends approval of this amendment to enable the County to continue to provide these mandated services to detainees through Fiscal Year 2019-20.

Competitive Bid Process
On December 3, 2015, the Yolo County Health and Human Services Agency issued a Request for Proposals (RFP) to solicit professional medical services for the inmates in Yolo County Jail and Juvenile Detention Facility. HHSA received two proposals is response to this solicitation. A review team composed of representative from HHSA, Probation, Sheriff, the County Administrator’s Office and an outside agency evaluated responses to the RFP. The proposal submitted by CFMG was ranked higher out of the two submissions.
 
On March 9, 2016, HHSA issued an intent to award letter to CFMG. After contract negotiations, this agreement came into effect for its initial term from December 1, 2016 through June 30, 2019.

General fund in the amount of $3,837,741 is required for this action. This action will increase the total contract maximum amount to $13,235,863 for the period of December 1, 2016 through June 30, 2020 with an amount $3,837,741 for the fiscal year 2019-20. The amount of $3,837,741 has been included in the HHSA adopted budget for FY19-20.

In no event shall the term of the agreement extend beyond June 30, 2021 nor shall the total contract maximum exceed, the amount of $17,188,836, unless otherwise agreed to in writing by the parties and in conformity with then-current Yolo County Procurement Policy approved by the Board of Supervisors.
