Reason for Recommended Action/Background |
This is an amendment to Agreement No. 17-256 (originally approved by the Board of Supervisors on October 24, 2017) with SICPA which has been contracted to provide technical services related to a hosted Plant to Sale Inventory Tracking Software System (track and trace) for the Yolo County cannabis program. The track and trace system is for use by both County cannabis licensees and County personnel having oversight and enforcement responsibilities over the County's cannabis cultivation program. The track and trace program costs are passed through to and paid by licensees. The proposed scope of work provides for continued use of the SICPA track and trace program through December 31, 2019, until all Yolo County licensed cultivators have received their state Provisional cultivation licenses, as discussed below.
County licensed cannabis cultivators are currently in the process of obtaining their Provisional licenses from the California Department of Food and Agriculture, CalCannabis. As a requirement of the state’s Provisional licenses, cultivators are required to use the state’s track and trace system, Metrc. To avoid duplicating efforts, the Cannabis Task Force will transition to Metrc as cultivators obtain their state Provisional licenses and begin using Metrc. However, until all of the Yolo County licensed cultivators obtain all of their Provisional licenses and transition to Metrc, use of the SICPA track and trace system is necessary. At this time, 39 out of the 58 County licensed cultivators have their Provisional licenses and are transitioning to the Metrc system. Of these, thirteen are no longer using SICPA.
It is anticipated that cultivators will have obtained their Provisional licenses and the County will transition to Metrc prior to December 31, 2019. However, a specific date is not known. If use of the SICPA system is no longer necessary prior to December 31, 2019, the County will terminate the agreement pursuant to Section VIII (D) of the original agreement.
In addition, the Exhibit C Service Level Details of the contract has also been amended to reflect a change in the operating hours for the technical support staff from 8:00 a.m. – 6:00 p.m. Pacific time to 7:00 a.m. – 5:00 p.m. Pacific time, with support being provided via email solely between the hours of 3:00 p.m. – 5:00 p.m. This modification reflects the current work hours that SICPA support staff are now available. Additional non-substantive changes were made to the title and introduction of the Exhibit. |
